The Research On The Quality Evaluation Of Journals Of Local Universities

Journals of local universities are sponsored by the local university of the province(or cities),which are an important platform of the university for scientific research,education reforming,servicing local economy and academic exchanging.Journals of local universities have their own characteristics,such as comprehensiveness,regionality,application,low academic level and influence,lagging academic resources and so on.They have the inherent properties that differ from other academic journals.Then the standards of the international journals and professional periodicals can't be mechanically copied to judge the quality of journals of local universities.The existing periodical evaluation systems have the tendency such as regimentation and excessive quantify,and do not think of local university journals evaluation,also can't reflect the characteristics of journals of local universities.Therefore it is very difficult to achieve the purpose of evaluation,and is not conducive to guide the scientific development of local university journals.During the key stage of reform in university journals,it has important meaning to the reform and development of the journals of local universities,which studying the characteristics and the present situation of the journals of local universities,constructing the inherent characteristics of model basing on the quality evaluation system and perfecting the evaluation mechanism.First of all,based on the commonality and regional features of the Journals of local universities,the quality evaluation index system of local university journals is established According to the "2010 China Journals Citation Reports(Expanded Edition)",by using the method of mathematical modeling,the correlation Of 18 indexes is analyzed such as impact factor,total cited frequency and citation rate and so on,then the new index of quantitative evaluation is constructed.Learning from the experience of domestic and foreign university journals evaluation,considering the special nature of the local university journals,the geographical characteristics indexes of local Journals are gotten by using the method of expert interview.Thus the evaluation index system of local university journals is gained.Secondly,the comprehensive evaluations on the quality of the journals of local universities are conducted.Based on the new evaluation index system,using analytic hierarchy process,and combined with expert interviews,the importance of each evaluation index is obtained.According to the importance of each index,the macro evaluation of local university journals is carried by applying the method of the linear weighted method.Finally,taking Journals of local universities of Hunan Province as an example,through data collection and analysis,using the built model,the overall evaluation results of Journals of local universities of Hunan Province are got.then analysing the results,the paper puts forward some suggestions to promote the development of local university Journals such as pinpointing the orientation of Journals of local university,relying on local resources,scientific planning,and open publishing,what's more,Journals of local universities need rely on the advantage of discipline,professional advantages,and geographical advantages for characteristics of periodicals,and editors of Journals of local universities should become scholars,try their best to solicit manuscripts and to attract high-quality articles.Fully considering the special features of the journals of local universities,the quantitative index and qualitative index are combined,and the overall quality of the journals of local universities are done.The result of the paper is a beneficial exploration and supplement to the research of comprehensive evaluation system of Chinese journals quality.at the same time,the result has a certain reference value for improving the level of journals of local universities.
