Research On The Construction Model Of Consortium Of Institutional Data Repositories Among Universities In China

Research data is not only the product of research activities,but also the strategic resource for research as well as science and technology innovation.The management and sharing of research data has drawn great attention from international organizations,government agencies,and academic institutions.The consortium of institutional data repositories among universities is an emerging institution for research data integration and sharing.It can play an important role in promoting the development of research data management and sharing in universities and propelling the progress and innovation of research fields.Moreover,it is indispensable to realize the open access of research data hold by universities.The construction mode of such a consortium is affected by factors such as data resource and member institutions.To construct the consortium,one has to select a suitable construction mode at first.The research objective is presented as follows:first,to summarize the opportunities and challenges of the construction of the consortium of institutional data repositories among universities in China,and the building experience of institutional repository federation along with data federation at abroad.Second,to make an analysis and comparison of the modes which can be adopted in constructing the consortium of institutional data repositories,discuss their features and suitable circumstances,and put forward the strategies to support the implementation of these modes.Third,to explore the construction mode and strategies for constructing a subject-specific institutional data repository consortium in universities in China,so as to promote the development of institutional repository federation and the improvement of research data management and sharing in universities.This dissertation includes 8 chapters,and the main contents are described below:Chapter 0,introduction.The author analyzes the background and meaningless of the study,discussing the status quo of relevant research fields(the research data management in universities,the construction of institutional repository federation and research data sharing platform)at home and abroad,and introduce the objectives,the content,the methodology of the study as well as the difficulties and innovations during the study process.Chapter 1,theoretical background and relevant concepts.The author discusses the guidance of information ecology theory as well as information resource management and sharing theory towards the construction of the consortium of institutional data repositories.The author also and differentiate the meaning of some relevant concepts,i.e.research data,scientific data,institutional repository,institutional repository federation,institutional data repository.Chapter 2,analysis of the necessity and feasibility of the construction of the consortium of institutional data repositories among universities in China.The necessity includes the following points:realize the collection and integration of research data distributed in different universities,satisfy the needs for research data of universities' researchers,improve the status quo of research data preservation of universities' researchers,optimize the research data management of universities,and tighten the scholarly communication of researchers.The feasibility lies in the following:academic libraries has had the capability to engage in research data management and service,the data policies released by academic publishers can benefit the construction of institutional data repositories,and the building experience of library consortiums,institutional repository federations as well as data federations both at home and at abroad can offer some insights.Chapter 3,the investigation of demands towards the consortium of institutional data repositories in universities in China.The investigation is divided into two parts:questionnaire survey and experts interview.The former intends to understand the status quo of the management,the preservation,and the sharing of research data of researchers from universities,and their opinions towards the construction of the consortium of institutional data repositories in universities in China;while the latter intends to learn the status quo of the institutional data repositories in Chinese universities,and collect the ides from academic libraries towards the construction of the consortium of institutional data repositories in universities in China.Though the investigation,it can be concluded that such a consortium is highly expected by universities' researchers.However,a series of barriers such as the development lagging of data repositories in universities in China,the difficulties in data collection,the hardships in data processing,and the lack of scientific data specialists are needed to be dealt with during the construction process.Chapter 4,the modeling and selection of the construction mode of institutional data repository consortium.The author discusses its implications,believing that the elements of the mode are data resource,member institutions,management mechanism,and data service platform.The modeling should conform to the principles of integrity,harmonization,suitable to local condition,and service-oriented.There are three modes for constructing the consortium,namely,centralized mode,distributed mode,and mixed mode.Each mode has its advantages and disadvantages and is applicable only in particular environments.Factors such as the current situation of data resource,the attitudes of member institutions toward the open access of research data,the ability and experiment of research data management of member institutions,the scale of consortium should be considered when selecting the mode.Chapter 5,the strategies to implement the construction modes of institutional data repository consortium.The author explores the appropriate strategies for each mode in the aspects of the building of standard system,the development of data resource,the copyright protection of data,the long-term preservation of data,the development of data platform,and the management of consortium.The main strategies include:formulating the standards of data value appraisal,data classification and encoding,metadata,data release and citation;establishing compulsory data deposit policies;implementing data access control and data use restriction;applying cloud storage technology;customizing the development of data platform based on professional system/software;building a policy system for the management and operation of consortium and designing the organizational structure flexibly.Chapter 6,a thinking of the construction of the institutional data repository consortium in Chinese universities-taking social science as an example.The construction of the consortium has sufficient resource and relevant experience to support.Since research data of social science is relatively small in volume and slow in increasing rate,the research data repositories or platforms in Chinese universities is rare,and the collaboration between universities in social science research data sharing is well,the centralized model is the best choice.Based on that,a construction plan covering data resource development,data process and organization,the selection and development of data platform,the formation as well as management of consortium,and data release and use is put forward.Chapter 7,conclusion.The author describes the major conclusions of the study,analyzes the shortcomings of the study,and presents the future research directions.
