In the new historical stage of China's economy changing from high-speed development to high-quality development,talent has increasingly become an important driving force for economic and social development.The competition of a country's comprehensive strength is increasingly dependent on the accumulation of human capital.The scramble for talents in recent years is the inevitable result of changes in population structure and urban competition.In the battle for talents,various regions have introduced policies to attract talents,promote local economic and social development and upgrade,and reflect the recognition of talent values and respect for the knowledge economy in various cities.However,in the competition for talents,there are some places worth discussing and reflecting.This article selects 12 cities based on regional divisions and city rankings,combs and analyzes the policy content of the talent introduction policies of 12 cities,and summarizes the differences in the bargaining power and strength of talent introduction between different cities and different talent levels.Unfair factors mainly manifest in: First of all,from the perspective of horizontal geographical space,the economic and social development between China 's central and western less developed areas and the eastern coastal areas is relatively large.It 's difficult to cultivate and retain local talents in less developed areas.At the same time,due to the lack of the primary advantages of industrial structure and supporting facilities,the implementation of the talent policy is not ideal enough,which has caused China's underdeveloped regions to fall into a vicious circle of lack of talents,and there is doubt about the fairness of "development and balance" between regions.Secondly,from the perspective of talents,there is a problem of the balance between "capacity and equality" of talents between local talent policies in the horizontal perspective of the existing talents and incremental talents and the vertical perspective of different levels of talents.Finally,talent policy,as a public policy,lacks a fair idea in the distribution of benefits,which is mainly reflected in the "acquisition and contribution" of ordinary workers and talents in economic and social development.Tracing back to the source,the local governments have fairness deviations in the formulation of talent introduction policies,mainly manifested in the self-interest of the policy process,the deviation of equal opportunities and the lack of interest compensation mechanisms.Based on this,this paper suggests that local governments should pay attention to the improvement of the quality of the policy process and the confirmation of government behavior boundaries in the talent introduction policy;and should confirm the decisive role of the market in the allocation of talents,and implement the strategy of flexible recruitment and play the authority of the central government to realize the region.The development gap between countries should be narrowed;the development space for local talents should be expanded while respecting the contributions of ordinary workers to achieve the balance of interests among groups;the inter-regional interest compensation mechanism should be established and the equalization of public services should be promoted to promote the fair distribution of development results.
