Research On The Logic And Effect Of Talent Policy Creation In National High-tech Zones

Reasonable public policy formulation models and programs can not only better allocate government resources under the premise of satisfying the interests of the subject,but also enhance the government's ruling efficiency and improve the accuracy and standardization of policy implementation.However,changes in the environment have driven the improvement of government management models and operating mechanisms,which in turn require the timely adjustment of public policies.The research on the logic and effect of public policy formulation is of great significance for improving government institutionalization and reducing the differences and conflicts in the policy formulation process.This paper selects the talent policy issued by the national high-tech zone as the research object,combs and summarizes the logic and mode behind the talent policy creation issued by the high-tech zone management committee,and analyzes the policy effect differences under different policy creation modes.First,using policy innovation,policy imitation and learning in the policy diffusion theory,and the policy network theory based on the participation and interaction between different stakeholders,the general logic of the high-tech zone talent policy creation is summarized: guided by the central strategic planning,In response to local development plans,and formulate public policies in conjunction with the park itself.At the same time,there are three modes of creation: superior government-led,intrinsically driven innovation,and mixed creation,which provide a model choice for the analysis of the specific policy effects of the paper.Then,due to the differences in resource allocation and development stages of high-tech zones,static indexes are used to rank the comprehensive capabilities of high-tech zones and dynamic indicators are used to rank the growth rate of high-tech zones.Through the construction of a talent policy analysis framework,different high-tech zones are created.The effect is summarized: the high-tech zone as a whole presents a superior-led creation model;the policy effect under the policy innovation model driven by the interior of the high-tech zone within the first development gradient is good;the superior-led zone within the second development gradient The internally driven hybrid creation model derived from the model hasa good effect;the third development gradient is the policy effect under the internally driven local learning interactive creation model.Therefore,in order to enhance the effectiveness of the national high-tech zone policy formulation,the central government should actively guide and supervise the policy creation of the high-tech zone,and provide differentiated policy guidance based on local conditions to establish the local government.And the high-tech zone management committee's status as the main body of creation,and timely adjust the policy creation mode according to local development,so that the combination of policy formulation and actual development.
