Research On Public Policy In The Development Of Independent College Fairness Environment

ADevelopment fairness is a basic requirement of the harmonious development of society, social fairness has far-reaching influence to our construction of harmonious society. Education is one of the main driving forces of social development, and it is an important measure of social fairness. Fair education is a beautiful pursuit of human being since ancient times, it is the embodiment of social justice in the field of education, it provides a fair education environment for everyone, every community, every organization, and it is an important mechanism to ensure social justice, besides it is an important foundation to achieve for a harmonious socialist society. In a large extent, unfair education is not caused by the educators and students themselves, but from the education policies, which lead to the system is not standard and perfect. Therefore, to solve the problem of unfair education, we should start from education policy.Independent college was born in the 90’s of the last century, the development history has been more than 10 years. The emergence of independent colleges, to some extent accelerated the process of popularization of higher education, further meet the people’s growing demand for higher education, eased the pressure of the government investment in education. However, until now, we still do not have a special law of the independent college to provide security for its development, only several policy documents still have many problems. Since 2008, independent college reduce the number year after year, in educational resources allocation, the treatment of teachers, financial subsidies, preferential tax policies and other aspects still cannot be compared with public colleges. The lack of rational policies result independent colleges lost fair treatment as public education career who should enjoy in an educational environment.In this paper, we use the macro policy of the development of Chinese higher education as the basis, start from the policy, education policy, equity, education equity theory, question the fair value of education policy, reflect the unity within citizen equity and the responsibility of the government. Analysis the important role of the independent college in the development of our higher education popularization, compare with its unfair treatment in the reality, analysis policy reasons of its unfair treatment. Through the western government about private university policies and regulations, absorb its management experience, start from the concept, system, policy and regulations, put forward the proposal for the construction of justice environment in the development of independent college in China, which can make a stable and healthy environment for the development of independent college.
