The ethnic minorities’ high talent cultivation program is a compensation policy, which is a main component of Graduate Admission strategies provided by local governments, to increase graduate education opportunities for both minorities’ students and part of Han nationality students living in ethnic minority autonomous region. This program reflects China’s long advocating——lowering the threshold of education and reconfiguring educational resources to obtain the education balance among different races.Meanwhile, it plays an active role in nursing ethnic minorities’ talents and promoting balanced social development. However, due to its complicated and unique properties and multi-influence factors when carried out, the anticipation of the effects has not been fully displayed. Under this circumstance, it is highly imperative to conduct an investigation about its implication whether it is in right course toward the designed goal since its enforcement. If deviation happens, the causes should be analyzed and remedies should be made according to the results.In this regard, this paper selects one of National Education Special Projects, program mentioned above, and explores its specific implementation details using fundamental two-dimension analytical methods——the positive policy effect analysis, which consists of three stages including initial effect, snowballing effect, and diffusion effect, and the bias policy effect analysis, which is a biased phenomena between actualization results and original setting goals, or problems induced by that phenomena.The research reflects the bias policy effect mainly attaches to the following aspects: talents acquisition, talents cultivation, talents motivation, and talents application. To eliminate the bias effect of the program, several establishments are proposed including distinctive personnel selection system, flexible personnel training mechanism, practicable personnel stimulus, and development-oriented personnel utilization skill.
