Talent is the first resource.The report of the 19 th National Congress of the Communist Party of China pointed out: "talent is a strategic resource to achieve national rejuvenation and win international competition." In today’s era of globalization and rapid development of science and technology,talents are the core force to promote the development of science and technology and social development and progress.They are an essential and important resource for the development of the country and society.As an underdeveloped region in the west,and based on the rigid demand for intellectual support for regional development of talents,Guangxi has successively issued a series of talent policy documents such as "small highland of talents","Bagui scholars" and "distinguished experts".Although it has achieved certain results,compared with the developed regions in the East,Guangxi’s talent shortage is still very prominent.This paper uses the content analysis method to analyze the talent policy of Guangxi Zhuang Autonomous Region.By constructing the three-dimensional analysis framework of "policy tools-policy objectives-policy strength",this paper makes a statistical analysis on the frequency and weight of each dimension in the policy text.It is found that there is a lack of horizontal cooperation among policy subjects in the talent policy of Guangxi Zhuang Autonomous Region,resulting in the design overlap of different policy documents in policy tools;The unbalanced application of policy tools leads to the failure to play its role effectively;The distribution of the degree of achievement of policy objectives is unreasonable and the policy strength is lack of stability.The main reasons are the fragmentation of policy information,the relative lack of ability to comprehensivelyuse a variety of policy tools,the unreasonable setting of policy objectives and the lack of continuity and coherence of policies.To improve the problems of talent policy in Guangxi,we must strengthen the horizontal cooperation among policy subjects,balance the use of three kinds of policy tools,strengthen the pertinence and balance of policy objectives,and steadily improve the policy strength,so as to promote the systematic development of talent policy.
