On this basis, Itfinds differences between Tianjin top talent policy on the basis of thehistorical evolution and policy system, analysis of the policy tool ofchoice and using.It found the larger deviations in the use of policyinstruments, Environmental policy tools occupy absolute dominantposition, supply policies reflect in a neglected state, demand policy toolsis shortage. To solve these problems, the study uses both policyinstruments and incentive systems.
