Top talent is an important element and backbone of China’s scientificand information technology, which promotes scientific and technologicalinnovation. It has become the key factors to a country, which makes uscope with today’s complex situation, seize opportunities and technicalinnovation. Not only does it become an important way to attract top talentfor implementation of the national talent strategy, but also become astrategic choice and each province’s own development priorities. With thedeepening of the introduction of top talent, talent introduction of publicpolicy exist some problems on decision-making. Tianjin, which is aneconomic center of northern China, especially with the development andopening of BinHai New Area, The top talent issues become moreprominent. How to improve policies through innovation, attract moreexcellent top talent to come to Tianjin on innovation and entrepreneurship,allow them to make contributions to the Tianjin Development, That is avery important significance.In this study, It uses human resources theory and public policyanalysis theory analysis on top talent policy from the national strategiclevel, Surveys the other provinces on the personnel policy, such asBeijing, Shanghai, Shenzhen, Nanjing, Wuhan, Suzhou. On this basis, Itfinds differences between Tianjin top talent policy on the basis of thehistorical evolution and policy system, analysis of the policy tool ofchoice and using.It found the larger deviations in the use of policyinstruments, Environmental policy tools occupy absolute dominantposition, supply policies reflect in a neglected state, demand policy toolsis shortage. To solve these problems, the study uses both policyinstruments and incentive systems.
