| In the context of economic globalization,talents have become an important source of strength for countries all over the world to promote their own socio-economic development,industrial structure transformation and upgrading,and scientific and technological innovation.In the report of the 19 th National Congress of the Communist Party of China,it was emphasized that talents are strategic resources to promote national economic and social development and national rejuvenation,indicating that we should unswervingly implement and implement the "strategy of rejuvenating the country through science and education" and the "strategy of strengthening the country with talents".At the level of talent policy development of local governments in China,local governments have successively issued talent policies to improve the level of talent team construction and give full play to the key role of talents in the economic and social development of the region.Heilongjiang Province is not only one of the important provinces of the old industrial base in Northeast China,but also the key strategic base for the economic development of China’s border areas.At present,Heilongjiang Province is in a critical period of industrial structure adjustment and upgrading.Talents in various fields are an important driving force to break through the bottleneck of social and economic development.Talents have become the core advantage to promote the innovation and reform of Heilongjiang’s local industries and regional economic and social development.The revitalization of Heilongjiang Province is inseparable from the construction of talent team and explore the key problems highlighted by Heilongjiang’s talent policy,It is of great practical significance to optimize the talent policy in Heilongjiang.Taking the talent policy text of Heilongjiang Province as the research object,this paper explains the concepts of talent and talent policy,takes the theories of policy tools,policy paradigm and talent management as the research basis,constructs a two-dimensional analysis framework of talent policy from the dimensions of policy tools and human resource management process,and integrates various methods to analyze and study the development,existing problems and causes of talent in Heilongjiang Province,Then it puts forward the Optimization Countermeasures of talent policy in Heilongjiang Province.The main content of this paper is divided into six parts.The first part reviews the research status at home and abroad.The second part explains the core concepts and policy tools such as talent and talent policy.The third part expounds the basic situation of talent policy text in Heilongjiang Province,including talent policy sample screening,talent policy theme visualization,policy types and time distribution characteristics.The fourth part constructs the two-dimensional analysis framework of talent policy text in Heilongjiang Province,compiles the coding table of talent policy content analysis unit,manually encodes the talent policy text,and tests the reliability and validity of the coding results.The fifth part expounds the problems and causes of the talent policy in Heilongjiang Province,and puts forward the problems of the talent policy in Heilongjiang Province in the use of policy tools,the coordination of policy subjects and the links of human resource management,so as to trace the causes of the problems.Based on the two-dimensional statistical analysis results of talent policy and the two-dimensional node cross matrix statistical results,combined with the problems and causes of talent policy in Heilongjiang Province,the sixth part puts forward the Optimization Countermeasures of talent policy in Heilongjiang Province from the dimensions of policy tools and human resource management. |
