Practical Research Of Street And Community Organizations Promote The Professionalization Of Community Social Work

As China enters the new era of development,social problems become more complex and changeable.Community social work plays an important role in strengthening grass-roots governance and promoting the rational participation and development ability of all parties in the community.Since the reform and opening up,community social work has made some achievements in the development of professionalization,localization and institutionalization,but it faces many problems and dilemmas.How to give full play to the role of street and community organizations in promoting the practice of community social work professionalization through system construction,policy implementation,institution cultivation,talent introduction,resource integration and other measures has become an urgent topic for academic and social work practitioners.However,the current research has not integrated the specific practices of the two-level street and community organizations in a comprehensive and systematic way.For the problems existing in practice and the countermeasures in general the analysis is not thorough enough.This study selects the practice and effect of two-level street and community organizations in B Community,A Street,Xiapu County,Fujian Province to promote the professionalization of community social work as the case study,studies the practice of promoting the professionalization of community social work by street and community organizations,systematically and comprehensively integrates and summarizes the practice,combs and analyzes the specific problems encountered in practice,and combines with the actual situation,thinks about and propose solutions.In this study,the street and community organizations are defined as the street party working committee,office,community party branch and residents ' committee,and the professionalization of community social work is defined as four aspects:institution guarantee,organizational cultivation and development,professional team construction,and social work service professionalization.By means of literature research,participatory observation and object interview,this paper comprehensively and deeply studies the practical practices in promoting the construction of community social work professionalization system,the establishment and development of social work institutions,the construction of specialized talents team,and the development of social work professional services,etc.,and summarizes the gradual improvement of community social work professional system,the establishment and development of social work institutions development,improvement of professional level of social workers,and standardization of social work services.Then it points out that the community organizations in promoting community social work in the practice of professionalization are faced with such difficulties as the lack of institution guarantee at the county level,the administrative dependence of social work institutions,the lack of flexibility of the supervision mechanism,and weak driving force of community organizations.Based on the institution theory,it analyzes the causes of the difficulties,and puts forward the establishment and improvement of the system security at the county level,the promotion of the independent development ability of social work institutions,flexible service to further enrich the theory of community social work professional practice and strengthen the autonomy of community organizations,to provide reference for local party committee,government decision-making and practice of community organization,and to promote the professional development of community social work in China.
