The floating population is a concept under the conditions of the household registration system in our country.It refers to the population that has left the place where the household registration lives to other places.In recent years,the migration rate of migrant children has doubled.The social hot spots concerning migrating children have become increasingly prominent.During the reform of compulsory education system for migrant children,the phenomenon of institutional conflicts and institutional vacuum is still outstanding,which is mainly manifested in the non-convergence of national public policies and local institutional arrangements.Only when the education administration promulgates a proactive education policy to guarantee the equal right to education of accompanying children will a win-win result be achieved for accompanying children and government departments.At present,the formulation of local education policy has great autonomy,and there are some differences with the national policies.Taking H town in Shanghai as an example,this paper uses questionnaires,interviews,case studies and other methods to investigate the implementation deviation of H town in Shanghai's companion children's education[Replaced "Questionnaire,Interview,Case studies and other methods to explore the implementation of the town of Shanghai Husbandry in children's compulsoryeducation policy deviations " ] [has been changed] to public choice theory,the theory of agency theory as a theoretical support,a comprehensive analysis of accompanying children's compulsory education policy Difficult to implement in all parts of the reasons,and put forward targeted and feasible countermeasures and suggestions.This paper takes H town in Shanghai as an empirical research object,which is divided into four chapters: The first chapter introduces the basic concepts and public choice theory of the accompanying children,the connotation,characteristics and practical significance of the theory of principal-agent;The basic situation of compulsory education,the use of questionnaires,interviews and case studies to analyze the status quo of the policy implementation of compulsory education for children accompanying children in H town;Chapter III to find the deviation of policy implementation in compulsory education of children in H town,and in-depth analysis of deviations The fourth chapter from the government management point of view,respectively,from the establishment of a win-win benefit mechanism to improve the policy implementation,standardize the policy formulation and implementation of mechanisms to correct the deviation of the policy implementation of compulsory education children Suggested countermeasures.This article investigates the status quo of education of accompanying children in the compulsory education stage,analyzes the differences and reasons of enrollment policies of the children who are accompanying children at home and abroad,and puts forward some reasonable suggestions carefully in order to provide reference for scientific decision-making in education administration.
