Research On The Education Policy Implementation About Migrant Children Accepting The Basic Education

With the reform and opening up,China continues to advance social development,China's rapid economic growth,domestic urban construction produced a large number of floating population.Migrant children 's compulsory education problems also become an important issue in our society now which need to be solved.To solve this problem,the Chinese government has issued a series of policy,but the implementation of measures can't be dealt with well in order to meet the needs of compulsory education of migrant children.First of all,analyze the present situation and its implementation of migrant children's compulsory education.Then,explain the same situation of migrant children's compulsory education in Guangzhou,to find out there are a large number of problem about the implementation of the policy,including no concordance between the implementation and the objectives of the policy;superficial policy execution;the execution with strings attached;policy execution deviation.The reasons resulting in the problems mainly consist the block of the household policy,the lack of policy propaganda,the unbalance of the education development,and incomplete of the laws.All of these factors influence the implementation of the migrant children's compulsory education in Guangzhou.Next,the study of compulsory education for migrant children in China found that the problem was mainly due to policy implementation policy superficial and expansion,as well as the implementation and execution deviate missing and so on.Causing migrants compulsory education policy implementation problems are due to the household registration policy,speculative policy,public policy,legal policy and fairness of education policy factors,inhibiting the opportunity of Migrant Children's equal access to compulsory education.At last,for these problems of migrant children compulsory education policy implementation process generated,the author proposes the implementation of the corresponding promotion policy: First,deepen the reform of household registration,household registration policy to improve;Second,enhance the public opinion guide;third,strengthen the education fairness;fourth,perfect the relevant laws and regulations;finally,supervise effectively the implementation of education policy.Hopefully,the perfect implementation of compulsory education can provide the justice and fairness of education environment with the migrant children.
