The 21stcentury is regarded as City Age and the world has also been in City Era. This is another revolution of human being following the agricultural revolution,which seconds only to the invention of language.As a developing country,with the trend of times and Economic reform,China has to step up development process of industrialization and urbanization,which is accompanied by population flow from rural regions to cities on a mass scale.According to statistics,in the mid-1990s,the flow scale of farmers' frenzied hunt for work in cities every year in China had been between 25million and 80million,which almost equals to the population of a country with a large population.Up to the 21st,the flow scale will be as many as 140million.With process of industrialization and urbanization,the population flow is mainly dominated by young labors from the rural regions,and the problem of their children's education must arise.Therefore,as an attendant phenomenon of process of industrialization and urbanization,the problem is also a global one.Meanwhile,as a late—developing society,because modern society has been a universal education community,the importance of education is more and more obvious,the migrant workers' children's demand for education is far more urgent than before,the problem also comes to show its urgency and far-reaching influence.Faced to the children's demand for education and educational dilemma,our state developed such education policies and regulations as Platform for the Development of Chinese Children(2001-2010)and Advice on how to better compulsory education of migrant workers' children in cities to ensure the continuity of compulsory education for the children in 2001,2003 etc.However,have these policies been implemented successfully? Are the mobile classrooms of the children still floating?In this thesis,the author first attempts to analyze the current education policies to make sure that the real meanings of these policies can be understood by readers,and also attempts to analyze the personality merit present in education policies implementation from the angle of politics,education and society based on empirical investigation and materials combined with the analysis theories of public policies.Faced to unjust and unfair for the children,the author attempts systematically to analyze the underlying causes hindering the implementation from the views of the implementation of policies, practices and policies etc,and also analyze the malfunctions phenomenon of policies implementation such as symbolic execution,mechanical execution and utilitarian implementation etc.Today,the world is being in competition for human resources,and anyone who occupies the more abundant human resources will be in the first place of economic development.Faced to China's future human resources:the second-generation immigrants- The migrant workers' children,the authors tries to give some constructive advice such as how to improve the quality of target groups to enhance their policy awareness and recognition capability,and how to balance the interest relations of governments by controlling and using reasonably the discretionary power etc,and the author appeals to the community to join hands and work together to create a good, healthy social atmosphere for migrant children to receive compulsory education equally.
