As the feeble part in the city, the peasants looking for a job in the town are difficult to defend their rights and interests, especially their children's right to get compulsory education in the town. If they want to study in the state-run schools, their parents, the peasants must pay numerous of "auspices fee". And if studying in the special schools for peasants' children only, the conditions and the teaching quality are worried for the all-known reasons. The government realized the severe problem and stipulated some policies to clarify the reasonability and the legitimacy of the children's study in the state-run schools and audited it. However, the situation is not optimistic. Starting with the hot social issues and using the methods of policy analysis , this article is going to reveal the phenomena and reasons of Policy-Implementation-Hindrance of compulsory education policy from the angle of subject—object and outside—inside ,with the factors of policy content, policy means and policy setting. Then, using the knowledge of the policy, the article will give the solutions according to the reasons, in order to solve the problems of Policy Implementation-Hindrance well.
