Analysis On The Implementation Effect Of Innovation And Entrepreneurship Policies For College Students In Henan Province

Since 2014,a nationwide upsurge of "mass entrepreneurship and innovation" has been set off.At the two sessions of the National People's Congress in 2018,premier li keqiang explicitly proposed to release the dividends of "mass entrepreneurship and innovation" and create an upgraded version of "mass entrepreneurship and innovation".This paper reviews the current situation and implementation of innovation and entrepreneurship policies for college students in China,so as to provide new experience for the realization of "innovation and entrepreneurship" upgrading.So far,China's college students' innovation and entrepreneurship has made considerable achievements,but they are also faced with some practical problems.Therefore,it is necessary and valuable to conduct research on the implementation of college students' innovation and entrepreneurship policies.This study firstly sorted out and analyzed 147 policy texts that are closely related to innovation and entrepreneurship of college students in China from 2014 to 2018,and sorted out the changes in the number of innovation and entrepreneurship policies of college students in China during this period,the authoritative subjects and types of policies issued.Secondly,using the method of questionnaire survey,the questionnaire according to theory of entrepreneurship education ecological system,entrepreneurship policy support from the innovation,business innovation entrepreneurship curriculum system,teaching staff,innovation,entrepreneurial school organization,innovative entrepreneurial practice and innovative entrepreneurial culture atmosphere,six dimensions to the 20 universities in henan province of 5335 college students were investigated.Through the survey results,the implementation status and existing problems of innovation and entrepreneurship policies for college students are clarified,including insufficient publicity of policies,insufficient financial policy support,imperfect education policies,imperfect service policies,weak cultural atmosphere and loose practice environment.The results of the difference analysis test show that there are significant differences among the six dimensions of college students' innovation and entrepreneurship status in grade and whether they have attended innovation and entrepreneurship courses.The five dimensions of college students' innovation and entrepreneurship status have significant differences in school nature and major.The four dimensions of college students' innovation and entrepreneurship status have significant differences in gender.And then analyze the reasons for the problems in the process of policy implementation.The reasons at the government level include insufficient policy publicity,insufficient financial support,pending improvement of relevant laws and regulations,imperfect policy information feedback mechanism and supervision mechanism,and loose environment.The reasons at the university level include the imperfection of the education and training system,the unsound organization in the university and the educational function of the practice place.At the social level,the main reasons are the lack of auxiliary support and the need to strengthen school-enterprise cooperation.Finally,according to the plight of the college students' innovative entrepreneurial policy implementation,based on the theory of public policy implementation and business supply and demand theory,starting from the actual demand of the social and economic development of our country,combining with the requirements of the "double" upgrade ",put forward some Suggestions to improve Chinese college students' innovative undertaking policy,including the advice of the government level,innovation policy propaganda,expanding propaganda breadth,intensify propaganda;Improving tax incentives and financing policies;Formulate relevant laws and regulations to escort the effective implementation of policies;Establish normative innovation and entrepreneurship policy information feedback mechanism and supervision mechanism;Create a strong culture of innovation and entrepreneurship.Suggestions from colleges and universities to establish a complete education and training system of innovation and entrepreneurship;Establish a sound innovation and entrepreneurship campus organization;The educational function of innovation and entrepreneurship places in colleges and universities should be fully explored and brought into play.Suggestions from the social level to build an innovative and entrepreneurial financing system;Actively promote school-enterprise cooperation.
