Research On The Innovation And Entrepreneurship Policy Of College Students In China

With entry into the ranks of middle-income countries,the main contradiction of Chinese society has been transformed into the contradiction between the people's growing needs for a better life and the unbalanced and inadequate development.The traditional mode of economic development characterized by labor-intensive,resource consuming and environmental pollution is not sustainable.China's economic development has stepped into a new normal from extensive growth based on scale and speed to intensive growth based on quality and efficiency,and it is urgent to shift from factor driven to innovation driven.Innovation and entrepreneurship is an effective way to stimulate the innovation potential and entrepreneurship vitality of the whole society,and an important measure to implement the innovation driven development strategy in China.In the 15 years from 2004 to 2018,the number of college graduates in China increased from 2.8 million to 8.2 million,with an average annual growth rate of 7.43%.College students are the valuable human resources of the country,the fresh blood of innovation,and the main force of entrepreneurship.If they are properly guided,they can inject a strong impetus into the economic development for our country.If they are not properly guided,they will bring challenges to social stability.Therefore,it is of great significance to build the innovation and entrepreneurship policy system of college students,create the policy environment suitable for innovation and entrepreneurship,and create the innovation and entrepreneurship ecosystem of college students.This paper takes the innovation and entrepreneurship policy of college students as the research object.First,to understand the current situation of research at home and abroad by Literature research method,then expounds the definition of innovation and entrepreneurship and explain the theory of government function and the theory of innovation and entrepreneurship ecosystem.Secondly,Sort out the policy content From seven dimensions of science and education innovation,innovation and entrepreneurship education,public service,platform construction,financial support,tax preference and financial support.And analyze and summarize the characteristics of the policies.Thirdly Analysis of the problems and causes of the innovation and entrepreneurship policies of college students in China by Questionnaire investigation and Character interview.Finally,some suggestions are put forward to improve that from three dimensions of policy making,policy content and policy implementation.
