Research On The Implementation Of Policy On University Students' Innovation And Entrepreneurship Based On The Analysis Of The University Town In Guangzhou

Since premier Li Keqiang first proposed "mass entrepreneurship and innovation" in 2014,relevant national departments have successively issued policies for college students' innovation and entrepreneurship,and the development of college students' entrepreneurship activities in China has attracted the attention of the whole society.Under the call of central innovation and entrepreneurship policies,local governments have provided many supportive policies for college students to start their own businesses.Under the current situation,it is an important research subject to effectively promote the innovation and entrepreneurship of college students to deeply interpret the problems of local government policy implementation and propose effective solutions.As one of the first batch of pilot cities for innovation and entrepreneurship in China,Guangzhou has accumulated valuable experience in the implementation of policies for the broad promotion of policies.This paper aims at the problem of obstacles to the implementation of college students' innovation and entrepreneurship.Taking college students in the specific area of Guangzhou University Town as the research object,this paper adopts the method of literature research and questionnaire survey to study the current situation of its innovation and entrepreneurship policy implementation,and puts forward the corresponding solutions and countermeasures.The main research contents and conclusions are as follows.Firstly,two key concepts of innovation and entrepreneurship and innovation and entrepreneurship policy are elaborated and analyzed.Based on the core elements of college students' entrepreneurship policy,the Smith policy implementation process model is proposed,which lays a theoretical foundation for subsequent studies.Secondly,through the state,the Guangdong province and Guangzhou city innovation entrepreneurship policy of contrast and analysis,combining with the Guangzhou college students' innovative undertaking implementation present situation,the system analyzes the college students' innovative entrepreneurial policy development,policy system,policy,policy implementation,policy implementation effect,and points out the problems in the implementation process.Lastly,the typical innovation and entrepreneurship policies of 10 universities in Guangzhou University Town are sorted out,and their characteristics and policy implementation are analyzed.In addition,by means of questionnaire survey and taking college students in Guangzhou University Town as the survey object,this paper analyzes the main problems in the implementation of entrepreneurship policy from the perspectives of entrepreneurship intention,financing intention,entrepreneurship education,entrepreneurship policy cognition and entrepreneurship policy implementation,and points out that the main problems at present are: Loose business incubation park and entrepreneurship education,entrepreneurship and improper science park cohesion,weak teachers and student's team build and the insufficient training,entrepreneurship policy focus on investment of subsidy,lack of supporting measures,inter-school cooperation with the school,such as inadequate,and from the government,universities and society three aspects analyses the causes of formation.Based on the above research,specific policy suggestions are put forward,mainly from the following seven aspects: strengthening the working mechanism of innovation and entrepreneurship;Strengthen the support and perfect the capital guarantee;Revise the talent training program and construct the innovation and entrepreneurship curriculum system;Perfect the professional teaching staff,perfect the teacher management system;Strengthen the construction of students' quality;Strengthen inter-school cooperation;Rely on science and technology parks to carry out innovation and entrepreneurship education.This paper studies the relevant policies and implementation status of innovation and entrepreneurship of college students in Guangzhou University Town.The proposed solution to the problem of policy implementation has certain reference value for the formulation and implementation of relevant policies and research.
