Research On The Implementation Of Innovation And Entrepreneurship Policy For University Students In Shanghai

General Secretary Xi Jinping emphasized that the foundation of an innovative country lies in cultivating innovative talents.Since the country put forward the slogan of "mass innovation and entrepreneurship" in 2014,there has been an upsurge of attention to innovation and entrepreneurship activities in China.As a member of the youth,college students are the main force in innovation and entrepreneurship activities.In response to the national strategic deployment,the Shanghai Municipal Government has simultaneously issued multiple documents and policies to build a policy system for Shanghai university students’ innovation and entrepreneurship,create a good environment for activities,and encourage more university students to participate in the activities.This article adopts literature research method,questionnaire survey method,and person interview method.This paper sorted out the current university student innovation and entrepreneurship policies in Shanghai,took the students from the four“double first-class” universities in Shanghai,namely Fudan University,Jiaotong University,Tongji University,and East China Normal University as the subject of the questionnaire,interviewed the staff and target groups of each executive body to understand the current policy implementation status,and analyzed the problems in the implementation process of the innovation and entrepreneurship activities of Shanghai college students.The purpose is to explore the implementation process of the innovation and entrepreneurship policy of Shanghai college students.The characteristics and shortcomings are analyzed,and suggestions for improvement are put forward on this basis,so as to better promote the development of innovation and entrepreneurship activities of Shanghai college students.The main research contents and conclusions are as follows:This article used questionnaires,interviews and other forms to understand the current implementation status of the innovation and entrepreneurship policies for college students in Shanghai,and summarized the current problems in the implementation of the innovation and entrepreneurship policies for college students in Shanghai,including the difficulties for college students to develop innovation and entrepreneurship,and the environment for college students’ innovation and entrepreneurship policy implementation needs to be improved,the innovation and entrepreneurship training system of colleges and universities has shortcomings,the participation of enterprises in the innovation and entrepreneurship activities of college students is less,and the implementation of the innovation and entrepreneurship policies of college students is biased.Using Smith’s policy execution model,the reasons are explored from the perspectives of idealized policies,target groups,executive agencies and environmental factors,and the triple helix theory is introduced into the analysis of executive agencies.Specific reasons include changes in the policy implementation environment,high policy requirements of university students,insufficient policy formulation,insufficient guidance from universities,high risk of corporate participation,and low collaboration among implementing agencies.Based on the above research,this article proposes optimization countermeasures,mainly for the following aspects: supporting the cultivation of outstanding local enterprises,establishing innovation and entrepreneurship management mechanisms,increasing investment in activity support funds,adjusting education curriculum design,enriching the teaching staff,and providing exchange practices Opportunities,use donations to strengthen exchanges with universities,carry out innovation and entrepreneurship support projects,build innovation and entrepreneurship practice bases,provide project results transformation platforms,improve innovation and entrepreneurship guidance services,and promote collaborative education mechanism innovation.
