College graduates' employment at grass roots level can effectively contribute to the alleviation of employment pressure and the improvement of graduates' innovation and entrepreneurship ability.This also can help enrich graduates' experience at the grass roots level and meet the need of talents in institutions at the grass roots level.The State Council and governments at all levels have introduced a series of preferential policies to guide and attract graduates to work at the grass roots,and implemented a package of projects such as “Three Supports and One Assistance”,“Village Official Posts for Graduates” and “Special Post Teacher Plan”.Hence,to explore the factors that influence graduates' employment at the grassroots level should be put on the top of agenda.As a result,we can make oriented policy to guide graduates' employment at the grassroots level.This paper,targeted at graduates who work at the grass roots level and based on the social and human capital theories,aims at discussing graduates employment at the grass roots level by using literature research methods,questionnaire survey and statistical analysis.Based on the characteristics of employment at the grass roots level,this paper tries to establish the model that influences graduates employment at the grass roots level through sorting out related documents.The model is mainly comprised of four factors,namely personal factors(employment cognition,professional ability),family factors(parents' ideology,social capital),system factors(preferential policies,institutional arrangements)and employment service factors(employment training,policy promotion,infrastructure).This paper mainly conducts investigations on the grassroots employment of graduates in four cities of Hebei Province: Cangzhou City,Xingtai City,Chengde City and Langfang City.Factorial analysis is employed for the dimensionality reduction of the designed items of the questionnaire.Through relativity analysis and regression analysis on the four influential factors and employment behaviors of graduates at the grass roots level,this paper concludes that there is a remarkable relation between the four influential factors and graduates' employment behaviors at the grass roots level.Based on the empirical analysis on the four influential factors,this paper proposes the following solutions to the employment problem in the grass roots level faced by graduates.First,to perfect policy support for graduate employment at the grassroots level is necessary.Second,curriculum structure in universities should be readjusted to improve employment capacity of graduates at the grassroots level.Third,policy propaganda should be reinforced in order to guide graduate employment at grassroots level.Fourth,it is indispensable to improve the infrastructure at the grassroots level for the sake of creating a favorable platform.Fifth,Special staffing system for graduates' employment at the grassroots level should be established to save possible troubles face by graduates in the future.Sixth,special funds should be set up to make sure that graduates have access to the preferential policies.
