In spite of our country and global economy was already out of the shadow of the financial crisis, got recovery and development,and more jobs were provided, that college students find work was not so difficult, but a higher pay to meet the basic needs for personal development of a good job is very difficult.Secondly,through the overall consideration, in constructing new socialist countryside, boosting the county economy, promoting the reformation and development of county which province directly supervise,small and medium-sized enterprises, individual businesses and economy of building socialistic harmonious society,etc.It demonstrate the important actual significance and deep historical significance of college graduates to obtain employment from the grass-roots level by the several argues'point, interpret"basic level"the concept of the meaning in this article precisely,point out the scope is wide, especially in rural areas, including not only refers to the west, the underdeveloped regions of the developed provinces, medium and small-sized enterprises, private enterprises and foreign-funded enterprises in urban communities, etc.Thirdly, analysing the recent years' university of employment are entering a system of laws and policies.
