A Study On Employment Placement Of Land-lost Farmers In Lingang District Of Linyi City

Urbanization is the inevitable choice of modernization and the momentum of excavating demand potential and driving economic development.At present,the "13th Five-Year" plan has entered its middle stage and the reform is in the acceleration period of urbanization.Urbanization drives business investment,consumer spending and the huge fiscal revenue for the local government as well as the GDP growth.But at the same time the problem of land-lost farmers caused by the high rate of urbanization gradually attracts the wide attention of from government and the society.As for the particularity of the urban-rural dualism in China,the land expropriation procedure distinguished a lot between the urban and the rural.The incomplete system of compensation and settlement as well as the policy implementation make the farmers after land expropriation faced with huge changes in production and lifestyle.Coupled with lacking of practical ability,the land-lost famers will suffer from economic losses,social security and employment transition hardship in the meanwhile.With group of the land-lost farmers expending,solving the problem of land-lost farmers comprehensively and thoroughly will help prevent the urbanization from the scale expansion by engineering pile to lose its intrinsic value and significance.Since the 18 th National Congress of the Communist Party of China(CPC),the urbanization has established the core as people's urbanization.So,the solution to the problem of land-lost farmers lies in solving the employment that affect their long-term stability and development.First of all,on the basis of literature study on job settlement,the target of the research was decided.It took the land-lost farmers in Lingang area of Linyi city in Shandong province as the specific research object,I adopt the field survey with stratified sampling investigation,combine questionnaire survey conducted to land-lost farmers and interview conducted to executive staff in charge of job placement policy to collect specific employment information.Receiving the data,doing statistics and analysis,knowing the land-lost farmers at present have multiple employment problems after land expropriation and moving to buildings.Thirdly,the paper analyses the reason for difficulties in job settlement in four views: the policy system,government behavior,economic and social environment as well as the land-lost farmers themselves.Finally,some specific and feasible policy suggestions are put forward to promote re-employment of the land-lost farmers and complete land-lost farmers' job settlement in Lingang District from the angles above.As the typical of "withdraw from county to build district",the research on land-losing farmers' job placement in Lingang District can provide sample for similar development district in the field of job settlement,it can also help avoid the same difficulties caused by insufficient policy,getting the enlightenment of giving attention to both scale expansion of urbanization and human's development in the long run.
