Urbanization,as an important driving force for local economic development and social structural change,brings opportunities for development,but also produces a series of social problems.Among them,the problem of life security and sustainable development with the employment of land-lost farmers as the core is the most urgent.Although governments at all levels have made a great deal of positive attempts and gained some valuable experience in the compensatory resettlement,social security,and employment promotion of land-lost farmers,due to various complicated reasons,The employment promotion and training practice of land-lost farmers still can not meet the actual needs.In this situation and background,based on the reality of Pu'er City in Yunnan frontier region,this paper introduces the present situation of employment promotion and skill training of land-lost farmers by Simao Town Government,and takes Pingyuan Community and Lianhua Village Committee as examples.The exploration of the two places is presented in detail and in an all-round way.Comprehensive use of literature research,comparative analysis and field interview study found that there are some problems in the employment training of land-lost farmers in Simao Town,such as unclear target orientation,lack of pertinence of training contents,low specialization of training management institutions,insufficient utilization of the advantages of enterprises and third organizations,and the employment training education of land-lost farmers is not in place.The basic reason for these problems lies in the development of local economy and the labor quality,which lags far behind the speed of urbanization.The supply of social employment posts can not meet the needs of land-lost farmers,which leads to the phenomenon of structural unemployment.According to the theory of human capital and public goods,we should increase the employment training and enhance the human capital of land-lost farmers if we want to make them truly integrate into the city life.However,due to the defects that the government and the market cannot overcome,the supply of the quasi-public goods of the land-lost farmers'employment training appears "malfunction",and the employment contradiction of land-lost farmers is still severe.Therefore,In order to improve the efficiency of government training service supply,this paper put forward some measures and suggestions for the employment training,such as,make clear the target orientation,optimize the function division,enrich the condition guarantee,perfect the training system,strengthen the education guidance.It is hoped that it will be helpful to improve the quality of employment training for local land-lost farmers.
