With the development of the society,Chinese education now is pursuing quality rather than just ensuring compulsory school attendance for everyone.In other words,the primary challenge for education sector is the gap between the growing need for better quality of education with imbalanced education resources.This is also a major concern of Kunming,capital city of Yunnan Province.To solve the problem,Kunming has initiated an innovative approach "cooperation of schools" since 2014,helping balanced development of high quality education resources,however,the limits of the approach itself and the conflicts with other policies are emerging during implementation.Therefore,research and analysis on the implementation result is necessary in evaluating the approach.From the perspective of policy science,this article takes the implementation result of "cooperation of schools" as research object,discusses problems and offers solution suggestions based on information collection and questionnaires.This article will contribute to the policy improvement and balanced development of education resources to meet the growing need for quality education.This article takes the status quo of "cooperation of schools" in Chenggong New District as a case study and delivered result evaluation based on questionnaire survey,statistics,records information and analysis.It also presents some problems and causes of these problems in policy implementation and then offers suggestions to improve the implementation result.The "cooperation of schools" policy aims at solving the problems of Kunming’s lack of quality education resources and imbalanced development.This article discusses the status quo of kindergartens,primary schools and middle schools,the implementation of the "cooperation of schools" policy,current problems and how to make improvement.The major analyses land on five dimensions:schools’ facilities and capacity,management of teachers and capitals,implementation of "strong schools help weak ones",overall policy implementation and students’ preference.Based on these information,this article analyses problems and the causes in policy implementation and make suggestions including strengthening implementation,improving resources and education quality,and promoting balanced development in multi-channels.
