Compulsory education is the foundation of elementary education.To deal with the contractions of the compulsory education,implement people-oriented concept and meet the practical need of promoting the scientific development of education,it is necessary to improve the quality of compulsory education comprehensively,accelerate the balance and coordination of the compulsory education,so that all school-age children and adolescents are available to high-quality and equal educational resources,which are aimed to promote educational equity,build a harmonious society and realize long-term pursuit of the revival of the Chinese nation,the realistic and historic significance of which coexists.In recent years,the coastal economic developed district has become the pioneer and surveyor of balanced development of compulsory education.From the policy perspective,this dissertation inspects and analyzes the implementation of the quality and balanced development of compulsory education of W city,district B,Jiangsu Province for nearly 5 years.Based on that,this dissertation performs the path for reflection and analyzes the current compulsory education quality and balanced development characteristics and puts forward the effective implementation of the compulsory education balanced development of quality policy.This dissertation includes eight chapters.Except the first chapter,the rest can be divided into three parts.The first part includes the second and the third chapter,which mainly does research in the emergence and the action of the balanced development of compulsory education in our country since twenty-first Century,and the implementation of the policy implementation of the balanced development of the compulsory education in district B.The second chapter applies "multiple streams theory",which analyzes the background and motivation of compulsory education balanced development of quality policy generation,and sorts out the implementation of the central and local governments the balanced development of compulsory education policy.At the same time,it discusses the overall effect of the compulsory education that balanced development policy implementation achieved.The third chapter is a general description of the research case of B district,W city,Jiangsu province.Through the description of the social and economic development,educational change and educational status of it,exploring the social environment and the reality of the implementation of compulsory education in the district B is accessible.Meanwhile,it investigates the actions and effects of the current compulsory education in the district B.The second part include Chapter 4,Chapter 5,Chapter 6 and Chapter 7.From the perspective of the policy implementation,with the help of questionnaire survey and interview data,this dissertation investigates the meticulously implementation of the policy,the effect and its problems in areas of the condition of those migrant workers'children in education,the exchanges between principals and teachers,elite education group and information technology and others.On this basis,it is easy to analyze the problems of implementing the policy.In the fourth chapter,the children of migrant workers in district B faces much more executive resistance,executive main body enthusiasm decline and policy implementation aliasing problems during the implementation.Researchers consider its "top-down" policy execution paths that lead to the policy resources shortage,the lack of positive incentives in the main policy implementation and coordination mechanism etc.In the fifth chapter,during the implementation of exchange policy of principals and teachers in zone B occurs four problems:inaccurate policy objectives,imperfect policy factors,ineffective security policy and incomplete policy system.Researchers think the fundamental reason is the embodiment of policy implementation complexity.It is the result of the interaction of multi-factor,multi-level and multi-degeneration.In the sixth chapter,through the investigation of zone B of the present situation of elite group development.Researchers think the emergence of aphasia of sub school in group development,elite expansion driven by the interests,complex multiple administration and mother school weakened quality resources.It is not only because of the limitation of the policy,but also the uncontrollable "bottom-up" policy executive discretion and diverse interests in the elite group of policy implementation.In the seventh chapter,researchers focus on the inquiry of B District Education Information policy implementation,which comprehensively reveals executive features of the informatization of education policy execution during the fundamental period of the construction,comprehensive development period and quality development period.Moreover,it analyzes the executives' cognitive defect,policy monitoring and lack of evaluation.The third part is Chapter 8.This part is the reflection and suggestion of the previous research.First of all,the researchers summarized the overall effectiveness of the implementation of the policy onquality and balanced development of compulsory education in thedistrict B.The researchers think that quality and balanced development policy of compulsory education in district B as the first foretaste policy in the developed areas,the effectiveness of which reflected in four aspects,including that policy ideas changed from the balance of the external conditions to the balance of high-quality educational resources,county and township government has been the main responsibility for the quality and balanced development of compulsory education policy,the adjustment of the policy inclined to the vulnerable groups and school standard construction process speeds up.Secondly,the researchers have a reflective analysison operational characteristics of "authoritarian linear" among countries of compulsory education quality balanced development policy.At last,the researchers put forward suggestions on the effective implementation of the policy of balanced development of compulsory education in the county.The researchers believe that compulsory education balanced development of quality policy implemented effectively in the county needs to construct 'net elasticity' mode of county implementation,straighten out the mechanism of public policy and perfect the operating mechanism of the county in progress.Furthermore,it needs to optimize the execution environment and adjust the main point of the county executive.
