Balanced development of education is the new trend of international educational development, increasingly received more and more people’s attention,and as a development strategy and model to evaluate the development of basic education. To promote the balanced development of compulsory education and to solve the problem of variety ways to school choice, Shihezi has carried out the compulsory educational group management in the whole range of reclamation,through the form of bundling high-quality schools and weak schools to expand coverage of high-quality resources, promote the compulsory education to achieve balanced and harmonious development in a region.The starting point of education policy formulation and implementation is to promote the balanced development of education, but in the implementation of the effectiveness of how that whether achieve the purpose of policy formulation,the analysis of the influence of the school district group management on the education equilibrium is needed. This paper, taking Shihezi district collectivize management as the research object, making a depth research in several school districts of Shihezi, combined with specific measures adopted in the group school model of Shihezi, on the basis of the theory of related content,through empirical research, to demonstrate and analyze the influence of the school district group management on the balanced development of education, and make the study on the effect of the implementation of quantitative assessment.In this paper, we introduce the background, development course, running mode,organization structure and system of Shihezi school district group management,to detailedly introduce the development of the Shihezi school district group management.Through empirical analysis to demonstrate the main practical measures of Shihezi school district group management, that is resource sharing,teacher construction and teaching research, to demonstrate the impact on the development of education equalization.By research on the index system of quantitative analysis and education equilibrium to evaluate the effectiveness of the implementation of the Shihezi school district group management for education equalization. Firstly, on the basis of predecessors’, build a school district collectivization effect of multidimensional evaluation index system. Secondly, by doing school districts T-test analysis before and after the implementation of the group, to demonstratethe degree of equalization significant difference before and after the implementation. Then, through to the students and teachers’ balanced degree analysis of the argument, show that after the district collectivization,students and teachers qualities have improved significantly, balanced degree improved significantly. Finally, through investigation and analysis, the results show that the school district has achieved remarkable success in the teaching achievement. Parents generally have high satisfaction. teachers,students and parents to the district group are common identity.Finally, the paper through the in-depth analysis of the main problems of the school district group: capital investment and its allocation, management mechanism, teacher exchange, dynamic mechanism, cultural output and so on. The following targeted suggestiones are put forward: give full play the basic role of government in the allocation of educational resources; change management model, and improve management efficiency; improve the flow mechanism of teachers,promote the development of teachers’ professional development; promote quality culture, pay attention to the characteristics of running a school; promote quality education, improve the quality of education. In order to better promote the balanced development of education, promote educational equity.
