The report to the 19 th National Congress of the Communist Party of China pointed out that as socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has become the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.China's productive forces on the whole have risen significantly,with many of them leading the world.The more salient problem is that China's development is unbalanced and inadequate.This has become a major constraint to meet the people's ever-growing needs for a better life.The imbalanced and inadequate development in economic and social fields has a farreaching impact on the development of education in China.The outstanding performance is that the development gap between schools is widening and people's demand for high-quality educational resources falls short of supply.In order to realize the balanced development of compulsory education,it is necessary to promote the constructive allocation of compulsory education resources,and the key lies in the reasonable allocation of teachers' resources.In order to promote headmasters and teachers flow within the county(district)domain,in 2014,the Ministry of Education issued "The exchange rotation of principals and teachers is an important measure to strengthen the staffing of principals and teachers in rural and weak schools,solve the problem of school choice,promote fairness in education,and promote the balanced development of compulsory education."Since 2017,according to the national requirements,Shenyang City has also formulated an exchange rotation policy for primary school teachers that is suitable for the region.However,due to the lack of experience in implementing the policy,some problems have occurred in the implementation process.Therefore,under the new historical condition of the transformation of social contradictions,a systematic study on the implementation of primary school teacher exchange rotation system is helpful to promote the quality and balanced development of teacher resources,and then realize people's demands for quality and fair education.Through the basic analysis of educational equity theory,Maslow's hierarchy of needs theory and human resource allocation theory.At the same time,it makes a theoretical analysis framework for the exchange and rotation system of primary school teachers.This research mainly adopts literature research method,questionnaire survey method,interview method and case study method.Among them,the literature research method is mainly used to find the relevant theoretical basis,define the key words and analyze the system content.By means of questionnaire,interview and case study,this paper conducts a comprehensive investigation on the current situation of the implementation of primary school teacher exchange rotation system in Hunnan District,Shenyang.By using the tools of Excel,SPSS and Nvivoll software,the paper analyzes the problems in the process of implementing the policy,such as the rate of outstanding teacherturnover is not up to standard,the passive participation of teachers,the difficult combination of "hard management" and "soft management",and the strong subjectivity of teaching evaluation.Based on the actual data analysis and combined with the excellent experience at home and abroad,this paper puts forward practical and feasible suggestions,such as enhancing the intensity of teachers' exchange willingness in rotation,strengthening the supervision of policy implementation,strengthening the importance of "school culture" in management,and clarifying the objective indicators in teaching evaluation.
