Allocation of social resources can directly affect the right to social justice and equality of citizens, scientific and rational allocation of educational resources to reinforce the educational equity, social justice foundation. Optimize the allocation of educational resources, a gradual improvement in the area of compulsory school point layout, facilities, equipment, faculty and other types of equilibrium and the efficient use of resources, reflecting the public nature of education services and the balanced development of inclusive education connotation. Balanced development of China’s educational issues related theoretical research began in the20th century, the early90s. In recent years, China has accelerated education system, and promote the balanced development of compulsory education has made gratifying achievements. However due to historical, conceptual, institutional and other reasons, the development of compulsory education between regions, between urban and rural areas, there are still differences between schools, especially in areas (counties) within educational resource imbalance is particularly prominent. The quantity and quality of steady development, synchronization balanced development of compulsory education is the core objectives and tasks, accelerate the construction of modern schools, improve teaching quality promote social justice has become a local government problems to be solved.In this paper, Panlong promote balanced development of compulsory practice case study. First through literature research, collect, collate relevant theory scholars doctrine, optimal allocation of resources for the Panlong education and science education programs to adjust to build theories platform; secondly to take the field view, interviews and other research methods, gather broad views, master first-hand information on the implementation of education in recent years, Panlong integration of resources, faculty training and practice management services innovation research and analysis, summarized the achievements, shortcomings and find the source of a problem; Finally, take the comparison and analysis combination of methods, the use of equity and efficiency theory, public policy and public administration, the basic theory, combined with practical suggestions for improvement countermeasures and suggestions. Meanwhile, the author of a general as Panlong educators and participants in the work gained some knowledge and experience in educational administration, would like to promote the development of compulsory education through the Panlong case study summarizes, expanding content, which made the situation that meet the county district educational resource optimization configuration mode for urban counties in Yunnan Panlong even comprehensive reform of education to provide useful ideas, experiences and ways to achieve the district (county) domains balanced development of compulsory education, basic make some modest.
