School District management refers to a kind of school alliance formed by several neighboring schools.Each participating school is independent and cooperative.Its purpose is to break through inter-school barriers,integrate and generate high-quality educational resources through various aspects of exploration and innovation,and to built an ecological environment conducive to the overall improvement of the quality of education in the school district,the active cultivation of school running characteristics,and the realization of the foundation.And finally to reach the goal of balanced and high-quality development of basic education.This study will focus on the school-running situation of specific school districts in the X District of Shanghai.The main purpose of this study is to summarize the resource allocation mode,evaluate the stage effect of a particular school district,and analyze the relevant factors affecting the achievement of the goal,so as to explore a more optimized school district operation mode and further approach the goal of balanced development of high-quality education resources.The main research methods used in this paper are literature research,questionnaire survey and interview.Among them,the literature survey method includes three types of literature research,the first is all kinds of papers,works,etc.,the second is related policy texts,and the third is the archives formed in the construction process of specific school districts.Questionnaire survey method is to distribute parents’ and teachers’ questionnaires to typical school districts in the region,and to test the reliability and validity of the data and analyze the influencing factors through SPSS software.The interviews were conducted mainly for the relevant principals and front-line teachers of the school district.Through the open questions,the background information,construction ideas,operation status,problems and puzzles of the construction of the school district were understood.Through interviews and data combing,this paper describes and analyses the practice of two typical school districts(HL and CH)in detail,in order to understand the advantages and difficulties of school districts in the actual operation.This paper describes the public’s perception of access to high quality education resources from the three dimensions of resource sharing,resource acquisition and resource creation,and selects resource quality,resource heterogeneity and organizational relationship as independent variables to analyze the impact relationship.The results show that resource heterogeneity and organizational relationship have a positive impact on the first two dimensions,while resource specificity and resource quality have a positive impact on the third dimension.This study shows that school districts have a good effect in promoting the characteristic development of each member’s school,but the effect in balancing high-quality educational resources is not obvious,school performance has not been significantly improved after the implementation of school districts,the public’s sense of access is not so good,and the barriers between schools still exist.Finally,this paper puts forward some suggestions on resource construction and inter-school cooperation.It is hoped that the school district will pay attention to the construction of resource platform while strengthening the construction of resources itself.Meanwhile,it will strive to maintain the relationship between the member schools of the school district and establish a more compact and cohesive school district,so as to enhance the willingness and effect of sharing high-quality resources in the school district and realize the high-quality balance of basic education development goals. |
