Research On The Strategy Of Medical Social Work Intervening In The Relief Of "Three Without" Patient

The National Health and Family Planning Commission issued the policy “Notice on action plan for further improvement of Health Services(2018-2020)?”,regarding medical social work as a first-level assessment indicator,it is required to be equipped with medical social work and to establish medical social work posts.As a professional force,medical social work is developing and improving in the scope and depth of intervention in the medical field,the role played by these people is becoming more and more important.As a social vulnerable group,the “three without”patient(A patient who comes to the hospital with no identification(no name,no relevant identification data,etc.),no family member,relative,friend,etc.,and who is unable to afford medical expenses at that time)are one of the groups that medical social worker pay primary attention to and service.In the context of the reform and innovation of social governance and the gradual improvement of the social assistance system,it is the requirement of the new era to provide timely and compatible services for “three without”patient.At present,there are relatively few studies on “three without” patient involved in medical social work,which are still at the initial and exploratory stage.Although the “ three without ”patient assistance has been improved and achieved,there are still some difficulties.In view of this,this research adopts the case study method and the literature research method,from“three without” patient demand situation and “three without” patient rescue predicament aspect has carried on the analysis and the understanding,on this basis,the feasibility and necessity of medical social work intervention were discussed,and on this basis,discusses the feasibility and necessity of medical social work intervention.Under the ERG theory and social support theory,this paper explores the intervention strategy of medical social work from the macroscopic level,the mesoscopic level and the microscopic level.At the micro level,mainly around the“three without” patient's problems and needs,from the material,psychological and relationship support to explore the level of intervention.At the medium level,it mainly explores the intervention path from the angle of enriching and integrating the social support network resources and playing the role of social support network resources.At the macro level,it mainly discusses the intervention path from the perspective of social policy,it mainly includes: first,advocating diversified social forces to participate in the “ three without ” patient relief,enriching the diversification of relief subjects,and enhancing the formal social support network for “ three without ” patient;Second,create a diversifiedpublicity platform to enhance the awareness and consensus of the policy;Third,we should advocate cross-sector and cross-agency cooperation in social work.
