In China,public hospitals are the main body of the medical service system,which are responsible for the maintenance of people's health,and also the focus and difficulty of medical reform.In recent years,in the process of development and reform,public hospitals have exposed the problems of unbalanced distribution of resources,unreasonable staffing,low work efficiency,low enthusiasm and serious brain drain,which have seriously restricted the development of medical services.In order to further improve the modern management of public hospitals,the general office of the State Council issued the opinions on strengthening the performance appraisal work of three-level public hospitals in 2019,saying that it will promote the development of three-level public hospitals from the scale expansion type to the quality,quantity and efficiency type,from the extensive administrative management to the all-round performance management,and promote The income distribution is more scientific and fair,the efficiency and quality are improved,and the comprehensive reform policy of public hospitals is implemented effectively.This document points out the goal and direction for the performance reform of public hospitals.The comprehensive reform of public hospitals is one of the key tasks of comprehensively deepening medical reform,which is called "hard bone" and the hardest to deepen.As the core content of public hospital reform,performance reform has an important impact on the success or failure of the comprehensive reform of public hospitals.Based on this background,this paper takes A county people's Hospital(hereinafter referred to as hospital A)as the research object,through data collection,employee interview,questionnaire survey,data analysis and other methods,conducts field investigation and Research on the current performance management organization structure,human resource management,performance assessment and cost accounting management of hospital A,and analyzes the performance of employees in hospital A Based on the current situation and existing problems of efficiency management,and guided by the strategic objectives of hospital A,this paper constructs a performance management framework based on the objective management method,designs a KPI performance evaluation system,and finally forms three levels covering hospital,department and individual,including budgeting,workload accounting,cost accounting and performance evaluation And so on.Hospital A,as a three-level public hospital,has certain representativeness in the grass-roots medical industry.In this paper,the optimization scheme design of performance management of hospital A staff is helpful to optimize the resource allocation of all aspects of the hospital,improve the enthusiasm of staff,promote the improvement of work efficiency and work quality,and promote the implementation of modern management of hospital.This study can provide reference for the implementation of performance appraisal in public hospitals in China.
