Public hospital has become the main force of medical and health service and it also is the major of solving difficulties in seeing a doctor for the masses. But in the process of promoting medical market reform government put relatively decreased direct fund in public hospital and the ratio is descending and remanding. To ensure the long-term sustainable development of hospital, public hospital starts to gradually accept and apply operation ideas of modern enterprises, it is not only benefit to enhancing the efficiency and level of medical service of public hospital but also favorable for bringing the motivation and initiative of work of employees into full play. However, faced with the increasingly competitive conjuncture of medical service market the public welfare nature of public hospital is be weakened little by little. Unhealthy tendencies such as "raise doctors by selling medicine", prescribing costly medicine, over medical examination, etc begin to appear, with deepening tensions between doctors and patients the phenomenon "seeing a doctor difficultly, seeing a doctor expensively" becomes the significant issue urgently needs to be solved in our country.Under the background of deepening new medical and health system reform in China, performance management reform of public hospital has become the inevitable choice for its sustainable healthy development. The text puts new medical reform as principle aim, In the study of performance management on the basis of relevant theories and concepts in children’s hospital of jinan city as a case, through the way such as questionnaire survey, system research hospital experience twice the reasonable parts of the performance management reform and the existing problems. To solve these problems, a comprehensive analysis, from three aspects put forward the countermeasures and Suggestions of the reform of public hospital performance management, from the hospital level, seriously fulfill their social responsibilities, to reflect public hospital public welfare; To improve performance management scientific understanding, change traditional wrong thoughts and ideas; Attach importance to the cohesion function of hospital culture, the spirit motivation into a highly motivated execution; To establish a scientific and reasonable performance management system, facilitating the continuous cycle of performance improvement; Set up performance management information system, provide technical support for measuring performance data.
