These years,with the development of health reform,Medical and Health Institutions are facing changes from the policy?the environment and the market.In order to make it develop in a health and orderly way and reconstructing hospital value,government implement the reform of performance wages in public hospital.Perfect performance can improve the overall efficiency of the health care institutions and reduce the operation cost.It can effectively mobilize the enthusiasm of staff.Performance changes can improve continuously the hospital quality and level of service,guide the action of staff to promote hospital overall development and strategic target realization.This paper we regard a hospital CY as the research subject.The paper analysis the theoretical basis of performance,follow by analysis of the basic situation of hospital,staff composition and performance management systems.As previous performance management has many problems,such as it equates performance appraisal with performance management,performance management committee is unreasonable,less communication and performance evaluation indexes system is imperfect.So the hospital CY urgently need for further reform of previous performance management system.To this end,based on the performance theory,we design a new,scientific,reasonably,competitive and operational performance management system and performance evaluation program.The design of new performance system adheres to the social and public welfare of hospital and reflect Principle of “more pay for more work” and “optimum pay for optimum work”,and it takes the high-tech,high-risk,high responsibility as orientation for the performance wage distribution.When designing,performance targets are set separately for hospital level,department level and individual level.According to the different levels,the key index and examine are varied and oriented.The new performance appraisal reflect the fairness,incentive,oriented and competitive.On this basis,combined with actual circumstances of hospital CY,we put forward to provide advice and help for the hospital to design implement and reformperformance management system.
