With the continuous influx of private capital and foreign capital,the competition in the medical and health industry is increasingly fierce.As the backbone of China’s medical and health system,the nature of public hospitals determines that they must fulfill their social responsibilities and reflect their public welfare on the basis of ensuring their own economic benefits,under the new medical reform situation,it faces great pressure of survival and development.Therefore,public hospitals must establish an advanced,scientific and efficient performance management system,further strengthen internal management,stimulate internal potential,improve service quality and service efficiency,realize sustainable development of hospitals,and contribute to solving people’s livelihood problems such as difficulty and high cost of medical services.This article selected a comprehensive public hospital in Y city as an example,based on the theoretical research of performance and performance management,combined with the research status of hospital performance management at home and abroad,from the perspective of empirical research,this paper analyzed the internal and external environment of the hospital in Y city and the problems and causes in performance management through SWOT analysis and questionnaire survey,and formulated the strategic goals for the development of this hospital.On this basis,combined with the hospital’s own situation,around the strategic objectives of the hospital,the performance index system was constructed by means of balanced scorecard and key performance index,and the index weight is determined by using Delphi method and analytic hierarchy process,a performance management system including performance plan,performance communication and feedback,performance assessment and application of assessment results was constructed.The infection department of Y hospital was used as the pilot department to carry out the trial operation of the performance management system,the assessment results were analyzed,and the existing problems in the new performance management were analyzed by means of questionnaire survey,then,suggestions and measures for improvement were put forward according to the existing problems,which provide guidance for the formal operation and continuous improvement of the performance management system.The research work of this paper includes the whole process from design to operation of performance management system,and the research results have important reference value for the construction of performance management system in other public general hospitals.
