In recent years,China's aging process has been accelerating.Population aging has become one of the major challenges facing China in this century.The "silver tide" has brought about the increase of elderly patients,the shortage of old-age beds,the low level of medical services,and the lack of medical endowment resources.The old-age service system has been greatly challenged.In 2017,General Secretary Xi Jinping,in his report to the Nineteenth National Congress on the implementation of the strategy of healthy China,proposed that we should actively respond to the aging of the population,build a policy system and social environment for the elderly,filial piety and respect for the elderly,promote the combination of health care and support,and accelerate the development of the cause of aging and industry."Medical" mainly refers to rehabilitation and health care services including medical services,health consultation services,health examination services,disease diagnosis and treatment and nursing services,major illness rehabilitation services and hospice care services,while "maintenance" mainly refers to life care services,mental and psychological services,cultural activities services,etc."The combination of medical care and maintenance" refers to the combination of medical resources and endowment resources,so as to maximize the utilization of social resources.The combination of medical care and old-age care can realize the optimal allocation of resources by effectively integrating medical resources and old-age resources.There are 125,000 elderly people over 60 years old in Xinbei District of Changzhou City,accounting for 20.79%of the total population.At present,it has initially formed a"home-based,community-based,institution-based" health care combined with old-age service system,and has achieved some results.However,in many aspects,such as policy,system,system and talent,there are also significant contradictions between supply and demand,resource decentralization,low service efficiency,single service form and content,and imperfect institutional facilities,which have seriously affected it.The further development of the combination of health care and old-age care.This paper applies special to ordinary,abstract to specific research methods,through the information provided by the statistical bureau,civil affairs bureau,social Bureau and Health Bureau of Xinbei District of Changzhou City,and analyses a large number of data.At the same time,combined with literature research,field research and other methods,it summarizes the relevant experience of domestic and foreign medical and maintenance integration,and combines welfare pluralism theory,demand level theory and social security theory.As the theoretical basis for the study of the old-age pension of the combination of medical care and maintenance in Xinbei District of Changzhou City,this paper studies the development and experience of the old-age pension of the combination of medical care and maintenance in Xinbei District of Changzhou City,analyses the influence of different factors on the old-age pension of the combination of medical care and maintenance,and puts forward new countermeasures to promote the development of the old-age pension of the combination of medical care and maintenance,and constantly meets the growing health service Increase the happiness index of the elderly.
