Research On Performance Evaluation For Chongqing Government Purchase Of Public Health Service

As economy and society develop,the public are paying more attention to health,the demand for public health service is increasing.The old pattern of government directly providing public health service is no longer function very well.Recently,we draw on foreign experience to create new model of providing public health service—government purchases of public health service,trying to balance the supply with the demand of public health service.Urged by relevant policy,local government begins to purchase public health service.However,public health service is still in its infancy at present and there are some uncertain factors leading to inefficiency in practical application.As a result,it's necessary to conduct systematic performance evaluation of the government purchases of public health service as a way to facilitate the government purchases public health service in the long run.Based on the current situation,the ongoing dissertation intends to construct a performance evaluation system through the literal and theoretical study as well as empirical research to detect the problem and ailment of the existent government purchases public health service.Desirably,it could provide a scientific evaluation system along with some advice for the government regarding the policy-making.As the first step,by collecting and synthesizing resources from online retrieval systems such as CNKI and VIP,we generalize the theory of government purchases of public health services performance evaluation,establishing the theoretical basis;secondly,index system has to be initially built through literature research,including 4 first-grade indexes,9 second-grade indexes and 34 third-grade indexes with the application of Delphi method to revise it.Finally,we determine the index,including 4 first-grade indexes of investment,purchase content,process management,benefit,9 second-grade indexes of public finance,human resources,purchasing scale,purchasing quantity,project planning,project organization,project control,implementation results,and the masses satisfaction,and 31 third-grade indexes.We make interviews and questionnaires to test the performance of government purchases public health service in Chongqing,and adopt cluster sample to divide 38 district and county of Chongqing into three categories: urban areas,combination of urban and rural areas,rural areas to make sure they are representative,finally we chooseX?Y?Zas the research object.We had interviewed made and the outline of questionnaire designed according to the index system,which guarantees a reliable and valid analysis of the questionnaire afterwards.Through empirical research we find out that the problems of performance evaluation are as follows: the absence of government purchases processes,the lack of human resources,the relatively low residents' awareness,and the low satisfaction of the masses.The reasons for the above mentioned ailments are explicit by analyses: the lacks of government focus on purchases processes and management,inadequacy of investment in human resources and a short of incentive for service provider.At last,with a hope for a more scientific and reasonable performance evaluation pattern,we put forward feasible suggestions such as improving the government bidding and purchase processes,increasing investment in human resources,improving the incentive mechanism and the performance evaluation system.Moreover,we try to give specific and practical recommendation for improving and innovating the government purchases of public health services system so as to improve the service level and quality to satisfy the masses.Finally,the article points out the deficiency and puts forward the future research directions.
