Construction Of Performance Evaluation Index For Government Purchase Of Medical And Health Information Services

In recent years,the purchase of public information services by the Chinese government has been gradually valued,which plays a very important role in building a service-oriented government,improving the efficiency of financial fund operation and ensuring the provision of high-quality public services.As one of the important components of public information service,medical and health information service has been paid more and more attention.Actively promoting the government to purchase medical and health information services can not only improve people's healthy living standards,but also meet the requirements of the government to build a service-oriented government.With the continuous development of market economy,the research on government purchasing medical and health information services has gradually increased.In order to improve the government's purchasing behavior and promote the construction of service-oriented government,how to scientifically and effectively evaluate the government's performance in purchasing medical and health information services from social forces is the focus of this paper.Therefore,based on China's national conditions,this paper constructs an index system suitable for China's social development,which can be used to evaluate the performance of the government in purchasing medical and health information services,and to guide the government to improve the quality of service and work efficiency.Firstly,this paper summarizes the domestic and foreign literatures related to the government's purchase of medical health information services,to understand the research emphases of domestic scholars,and to elaborate and define the related concepts such as performance evaluation of the government's purchase of medical health information services,so as to clarify the basic concept and theoretical basis of the research.Secondly,the policy documents on purchasing medical information services issued by the Chinese government are investigated and classified,and the research projects suitable for this study are determined.Then,based on the collected data and the project interview data,and combined with the grounded theory method,the performance evaluation index of the government purchasing medical health information service based on the purchase process was preliminarily constructed,including 4 primary indicators,12 secondary indicators and 36 tertiary indicators.Finally,the weight of indicators is designed by using AHP,and manipulated Third-level indicators.
