Study On Performance Evaluation Of Basic Public Health Service In Y City

In order to ensure the people's right to enjoy convenient and high-quality public medical care and health services, eliminate the phenomenon of poverty caused by illness, and thoroughly solve the difficulty of expensive medical treatment problem, the government of China began to implement a new round reform on medical and health system, and fully implement basic public health services. The government is the main part to provide basic public health services. The quality and effect of the service is a great event related to common people's health, therefore, the government must intensify management of the basic public health service performance to ensure the effect of the service.In this thesis the research on basic public health service is carried out from the perspective of government performance management. The thesis is divided into six parts. Part one is introduction. In this part the elaboration of the research background is given, which clearly proves the necessity of implementing basic public health services. Through the elaboration of the content and theoretical basis of the research, the author provides theoretical foundation for the following research. The second part is literature review, which mainly summarizes the research situation of the theories and viewpoints on existing public health, performance management, performance evaluation, etc. The author mainly introduces the theoretical frame of health performance evaluation of World Health Organization, the United States, Australia, Britain, etc. Their researches on the theory of public health are well-developed. China can promote the development of the theory and practice in this field by learning foreign countries' advanced experience in public health service performance management and evaluation, and accelerate the speed of establishing a scientific and effective public health performance evaluation framework according to the practice of China, In part three introduction of Y city's basic public health service performance evaluation is given. The implementation measures of Y City are formulated and the performance evaluation system is also established. Each year the city's basic public health service is evaluated according to the system. The basic public health service work has achieved certain effect and also exerted some problems. In part four the problems and reasons of Y city's performance evaluation system are analyzed. The author mainly focuses on analysis of the problems occurred during the process of performance evaluation so as to solve the problem and promote the development of Y city's basic public health service performance evaluation. Part five policy recommendations are given hoping to promote Y city's public health service project management. Part six are conclusion and expectation.
