Safety and health are the foundations of achieving individual development in an all-round way and promoting the harmonious development of economy and society.The Plan of Healthy China 2030 indicates that China has officially opened a new stage for "mutual building and sharing,health for all".As the subject of responsibility for safety production,organizations have full responsibility and obligation to participate in the process of building a healthy China,and to ensure the safety and health of employees as the first priority of organizational development.However,due to the complexity of the social environment and the limitations of the organization' own economic and institutional level,the number of casualties caused by safety accidents and the number of occupational disease patients caused by health risk are still high.In addition,the growing trend of the aging of the labor population is bound to be accompanied by the aging of their physiological functions and environmental adaptability weakened.Faced with such a serious threat of safety and health risks,employees will not only produce negative emotions such as fear and worry,which could weaken their well-being,but also extend this negative emotional experience to their work,leading to a decline in their work engagement.However,a high level of well-being and work engagement is the basic guarantee to ensure the healthy and stable development of the organization and promote social harmony and progress.Therefore,how to improve the status quo of occupational safety and health management in order to enhance employee well-being and work engagement is the key problem to be solved urgently.From the perspective of organizational occupational safety and health values,this study proposed a six-dimensional structure of organizational occupational safety and health values through qualitative research and factor analysis.Based on the perspective of person-organization fit,the scale of occupational safety and health values fit was developed and validated.the characteristics of occupational safety and health values fit and the synchronization level of occupational safety and health values were analyzed through questionnaires.Meanwhile,ethical leadership was introduced as a moderator variable to construct a theoretical model based on the relationship between the organizational occupational safety and health values fit and employee engagement,well-being.Through questionnaires and quadratic response surface regression analysis,this paper explored the influenced mechanism of organizational occupational safety and health values fit on employees' work engagement and well-being,analyzed the category of available fit of occupational safety and health values between organization and person,and put forward research on simultaneous promotion strategy of employees' work engagement and well-being based on the perspective of occupational safety and health governance.The main conclusions of this study are as follows:(1)The connotation of occupational safety and health is distinguished and defined.Occupational health is the further promotion and expansion of occupational safety in degree and scope.(2)The internal structures of occupational safety values,occupational health values and overall occupational safety and health values are consistent,which are composed of six dimensions,including humanistic orientation,ethical orientation,social orientation,rule orientation,risk control orientation and lean orientation.(3)There are vertical and horizontal inconsistencies in the occupational safety and health values fit in each dimension.The synchronization levels of occupational safety and health show significant differences.Demographic variables also have significant impact on the level of occupational safety and health values of organizations and individuals.(4)as for the four groups of high-high,low-low,high-low,and low-high,occupational safety and health values fit have non-linear,linear or no significant relationship with work engagement and well-being.(5)Ethical leadership only has a significant moderating effect on the work engagement and well-being of the low-low group based on social orientation,and has no significant moderating effect on their work engagement and well-being in other dimensions.Ethical leadership has a significant moderating effect on work engagement and well-being of high-high,low-high,and high-low group based on six dimensions.(6)There are categories of available fit of occupational safety and health values between organization and person.According to the research conclusions,the strategies of occupational safety and health governance are proposed from two aspects includingg basic strategies and strengthening strategies to achieve the double objectives of employees' work engagement improvement and well-being enhancement.
