A Study On The Development Of Medical And Nursing Institutions For The Aged In Xining

In recent years,with the aggravating trend of aging population in Xining,the health problems of the elderly have been given more and more attention.Xining is located in the cold and dry Qinghai-Tibet Plateau,with a unique climate environment such as high altitude,high radiation,low pressure and so on.The elderly are more likely to suffer from senile diseases.Therefore,up till now,solving the medical needs of the elderly has become one of the biggest livelihood problems.At present,medical and nursing service for the aged in Xining is in the exploration stage.Of course,it is also accompanied by a series of development problems.Based on active aging theory,welfare pluralism theory and Maslow's hierarchy of needs,the medical and nursing institutions for the aged in Xining are the research objects in this study.By using the methods of literature,interview,observation,case analysis and comparative analysis,the author tries to analyze the current situation and dilemma of medical and nursing institutions for the aged in Xining.According to the field investigation and interview,there are some problems in the development of medical and nursing institutions for the aged in Xining.Firstly,the operation cost of the institution is high and the participation of social forces is low.Secondly,institutional medical and nursing resources are scarce and medical services are not comprehensive.Thirdly,the evaluation standard of nursing grade is unreasonable,and the service charge is high.Fourthly,the medical expenses are difficult to be reimbursed,and the position of "combination of medical care and nursing" is not clear.Fifthly,the talent structure is unreasonable and the professional level of nursing staff needs to be improved.Through the analysis of Xining's situation,insufficient government investment,insufficient propaganda,high cost,unreproducible successful experiences,imperfect evaluation standard,induction of market benefit,multiple government management,nonstandard industry construction,people's traditional views of nursing industry and unprofessional staff training can be concluded as the explanations for this phenomenon.By consulting and comparing a large number of relevant documents and research at home and abroad,the author sorted out the beneficial experience and put forward some suggestions:(1)The government should increase investment in funds to build a service system of "combination of medical care and nursing" institution for the aged.(2)All kinds of medical and nursing resources should be integrated to promote supply-side reform of the pension industry.(3)A strict evaluation mechanism for the elderly and the concept of "combination of medical care and nursing" should be established.(4)The medical insurance system of "combination of medical care and nursing" and the industry standards should also be perfected.(5)Medical and nursing service-related talents and the salary guarantee of nursing workers need to be developed.The thesis is expected to promote the development of medical and nursing institutions for the aged in Xining,and provide some helpful suggestions for the government.
