Investigation And Countermeasure Research On The Management Status Of Foreign Aid Medical Team Based On Provincial Perspective

1.BackgroundToday,as globalization goes deeper,the interdependence among nations goes deeper.Along with the proposal of China's“Belt and Road Initiative"”,it has put forward higher requirements for strengthening health exchanges and cooperation with countries along the route.Sending foreign aid medical team is an important mean,which has played an important role in implementing the foreign policy and won wide welcoming and praise,contributing actively in China's foreign policy of peace.At present,the dispatch of foreign aid medical teams in China is still mainly government-led,each province is responsible for the specific construction team.Guangdong Province has dispatched medical teams to Equatorial Guinea since 1971,which has a history of 47 years.Under the new situation of domestic medical and health reform,the economic and social changes of recipient countries,this project aims to provide further improvement of opinions through the research on the development status of the foreign aid medical team in Guangdong Province,promote the foreign-aid medical work in Guangdong Province moving smoothly,and better serve the national“Belt and Road”policy.2.ObjectivesThis project conducts investigations and research on many factors,analyze the development status of the foreign aid medical team in Guangdong Province,in order to promote the development of foreign aid work in this province.3.MethodsLiterature research.Use the literature research method to grasp the historical evolution,form,management and other aspects of foreign aid medical teams at home and abroad.Learn about the scale,working mechanism and related policies of the foreign aid medical team in Guangdong Province.Semi-structured interview method.Interviews were conducted with the stakeholders on the foreign aid medical team,mainly including the administrators of the health administrative department in charge of the foreign aid medical team,the relevant responsible personals of the hospitals undertaking dispatch missions,and the returned foreign aid members.Questionnaire method.A questionnaire survey was conducted among the Guangdong foreign aid medical team members in the last few years to learn about the members' cognition and evaluation about the team management organization,work content and form,team formation,team management,incentive policy of Foreign aid medical.and to collect relevant opinions and suggestions from the team members of the foreign aid medical team in Guangdong Province.Data analysis method.Analyze and summarize the collected data,and draw the team members' cognition and evaluation of foreign aid medical work.4.Results4.1 Interview results:A total of 18 interviewees were included,including the manager of the foreign aid medical work department,the person in charge of the dispatch unit,and the foreign aid medical team.The average length of each interview is 25-35 minutes.More than 7,000 words of texts compiled according to the interview content.4.2.Questionnaire results:A total of 63 questionnaires were distributed to a number of foreign aid medical team members in the last few years in Guangdong Province,and 63 valid questionnaires were collected.The effective rate was 100%.Through the semi-structured interviews and questionnaire,the conclusion is that the overall effect of foreign aid medical work in Guangdong Province is relatively good.Medical staff involved in foreign aid medical work have strong professional skills and are well equipped.The dispatching work is combined with the actual adjustment in time,so the dispatch form is flexible.The team members have a better evaluation of the overall training effect.The problems of foreign aid medical team members can be resolved in a timely manner,and the management work of foreign aid medical teams is relatively in place.However,there are also some problems in foreign aid work,including the management system of the team is not sound,imperfect management and training systems,inefficient implementation of incentive policies,inadequate welfare measures,and lack of coordination between pharmaceutical aid and technical assistance.5.Suggestions5.1.Introduce multi-party organizations to strengthen the aid team.5.2.Innovate the forms and content of the aid.5.3.Expand the publicity of foreign aid work.5.4.Further improve the training system.5.5.Improve the management mechanism of the medical team.5.5.Further improve the welfare and strengthen the humanistic care of foreign aid medical team members.
