China’s Strategic Considerations For Providing Public Health Goods To Countries Along The Belt And Road

The COVID-19 epidemic is the most significant public health crisis facing mankind.By March 2021,more than 2 million lives had been lost in the world,and it had also brought great impact to international relations and the world economy.Public health goods are an important tool for solving public health problems and maintaining public health safety.The effectiveness of public health governance cannot be achieved without a sufficient supply of public health goods.The COVID-19 epidemic is both a challenge and an opportunity for China.Although it has caused great losses to China,it also brings China the opportunity to build the "Belt and Road" health community and promote its status and influence in the global public health governance system.Based on these,the paper studies the related situation of China providing public health goods to countries along the "Belt and Road".This paper first explains why public health issues are important from a safety perspective,introduces the definition,characteristics and classification of public goods from a theoretical perspective,then defines public health goods,and points out the current situation of insufficient supply of public health goods.Secondly,this paper analyzes the necessity for China to provide public health goods to countries along the "Belt and Road" based on the impact of the COVID-19 epidemic on the construction of the "Belt and Road",the insufficient supply of public health goods,and China’s willingness to participate in global public health governance.In addition,China will inevitably encounter challenges in providing public health goods to countries along the route.The differences in the level of economic development,political systems and cultural backgrounds of countries along the route,and the lack of a comprehensive and stable public health governance system in the region will hinder China’s actions.Finally,the paper believes that China should take a variety of measures to provide public health goods to countries along the route.At the moment,we should actively supply public health products such as virus research results,epidemic prevention and control experience and new crown vaccine to help countries along the route to prevent and control the epidemic.We should also build a "Healthy Silk Road" to achieve long-term health,adhere to the principles of extensive consultation,joint contribution and shared benefits,and implement a Healthy China strategy.
