Study On The Allocaton Of Medical And Health Resources In Karamay Under The Background Of The Blet And Road

With the acceleration of globalization,exchanges between countries and regions are becoming more and more frequent.Driven by the strong economic strategy of the belt and road initiative,the strategic position of Xinjiang and Karamay is becoming increasingly important.with the communication of foreign capital,trade,energy,technology and facilities,the medical and health services in the region will naturally meet new demands,and the medical and health undertakings will face new opportunities and challenges.In this paper,the data of human resources and material resources of medical and health in Karamay from 2005 to 2016 are selected as the research object,and the qualitative analysis and quantitative analysis are carried out through the literature research method and the collection of official statistical data.Combined with the current national strategic layout of the belt and road initiative,Xinjiang's status as the core area of the silk road economic belt is clear.Take Karamay as an example to discuss the distribution of medical and health resources in the city.In this study,the total amount of medical and health human resources and material resources(number of health technical personnel,number of medical practitioners,number of assistant medical practitioners,number of registered nurses,number of pharmacy personnel,number of technicians,number of medical and health institutions and number of beds)and unit amount(number of health technical personnel per 10,000 population / ha,number of medical practitioners per 10,000 population / ha,number of medical assistant medical practitioners per 10,000 population / ha,number of registered nurses per 10,000 population / ha,number of pharmacy personnel per 10,000 population /ha)were compared.There are four characteristics in the allocation of medical human resources:(1)the total amount of all kinds of health human resources showed an increasing trend,especially the number of health technical personnel growth is given priority to.(2)over the past three years,the size and speed of the growth of different personnel are different.(3)the allocation of medical and health technicians between the four jurisdictions is quite different,and the number of the southern jurisdictions is largerthan that of the northern areas.(4)in 2016,the distribution of medical and health human resources in Karamay was uneven in population and geography.There are also the following characteristics in the allocation of medical and health material resources:(1)in terms of the total amount of medical and health material resources in Karamay,the number of medical and health institutions and the number of beds in 2005-2016 are decreasing in different ranges.However,the number of institutions decreased and the total number of beds increased after 2013.(2)the distribution of medical and health resources is not balanced,especially in the geographical distribution gap is wide.Through further summary,the following conclusions are drawn.Karamay's medical and health human resources:(1)the total number of health technical personnel increased steadily,and there has been a significant increase in the number of doctors in the last three years.(2)the proportion of medical staff has been greatly improved,which is basically in line with the level of economic development and population growth.(3)there is a gap between medical and health human resources in population distribution and geographical distribution,and there is a great disparity in population distribution between licensed doctors and registered nurses.Karamay's medical and health material resources:(1)over the past three years,the number of medical institutions has been alleviated and the number of beds has increased.(2)the allocation of medical material resources is not in harmony with the level of economic development and population growth.(3)in2016,the resources of medical and health resources in Karamay had a certain gap according to the population distribution,and the Gene coefficient of the distribution according to the distribution of land area was more than 0.6,and the gap was very wide.Finally,according to the strategic requirements of the belt and road initiative,Karamay's own positioning and its economic development,population status,population composition,geographical environment and other factors,the following suggestions are put forward:(1)the government must clarify its own functions,increase financial investment,and prevent the "rich region but the poor people".(2)make regional health planning,balance the regional supply-demand level.(3)should strengthen the input and training of all kinds of medical and health personnel,and train general service personnel.(4)improve relevant welfare benefits,formulate preferential policies,and guide theemployment flow of medical personnel.(5)to promote the construction of urban informatization,promote the transformation of regional wisdom.Based on the analysis results of medical and health resources data in Karamay in recent 12 years,the characteristics and shortcomings of medical and health resources allocation in Karamay were obtained.Finally,it proposes feasibility suggestions based on the current development status of Karamay,in order to provide reference for the sustainable construction of the core area of the silk road economic belt and the deepening reform of China's medical and health undertakings system.
