The Research On The Problems And Countermeasures Of Foreign Exchange Of TCM Under The Belt And Road Background

Objective:The Silk Road and the Maritime Silk Road were studied along with “The Belt and Road” strategy,in order to comprehend the development history and compare the changes of TCM foreign communication in the countries which located in “The Belt and Road” area.As the same time,the problems that in the TCM foreign communication could be found.The further study was to put forward constructive suggestions according to “The Belt and Road” strategy after studying the problems that found before,also promote TCM to join “The Belt and Road” construction and expand its international communication and exchange.Methods: 1.Retrieved related literature about the TCM international exchange and “The Belt and Road” in CNKI,Wan Fang,Pub Med and VIP database.2.Browsed the official website related to the international exchange of TCM and “The Belt and Road”.3.Consulted related books on the TCM international exchange and “The Belt and Road” to supplement the contents of the official website and database.4.Generalized and analyzed all of the results by management methods.5.Asked experts in the fields of TCM international exchange and “The Belt and Road” for advice to improve the research content.Results: 1.Many policy restrictions impeded the foreign exchange of TCM.Because of a large number of countries along “The Belt and Road”,the state of the legislation and the situation were very different.The majority of the public recognition of TCM was not the same.There was no unified,specialized international standards and norms about TCM.What's more,there were varied legal barriers and difficulties to break.2.The utilization of Chinese medicine resources was very low.The development of Chinesemedicine diagnosis and treatment was quite imbalance.Acupuncture developed much more quickly then other Chinese medicine diagnosis and treatment.Chinese medicine not only was not recognized as a drug by the international community,but also mainly existed in the form of health care products or food.3.There was a big difference on the background between TCM and western medical.A serious deviation also existed on community awareness of TCM.It was failed to give TCM an equal treatment as western medical.Moreover,TCM was lack of cultural soil to survive.4.TCM was lack of innovation ability and its modern industrial base and modern scientific basis were also relatively weak.Due to lack of high-end TCM products,many "foreign medicine" became popular at home and abroad.On the other hand,owing to lack of modern Chinese medicine research,there was no perfect specification system which could reflect the characteristics of TCM in the study,evaluation and standard.5.TCM international service trade was facing all kinds of challenges,including the small size of the transaction,the disperse distribution,the low benefits,the incomplete operating mechanism and the lack of professionals.Furthermore,the serious international trade barriers,had seriously hindered the development of international trade in TCM.Conclusion: 1.Improve the policy communication and the intergovernmental cooperation and the cooperation mechanism to implement the bilateral cooperation agreement on TCM,build intergovernmental consultation and coordination mechanism.Created a favorable policy environment for TCM going out along “The Belt and Road”.Build a platform for some conditional TCM institutions to go abroad.Provide policy support for the foreign exchange of TCM.Create an international environment conducive to the development of TCM overseas.2.Improve resources exchange and share the TCM services with countries which distribute along “The Belt and Road”.Respond to international needs and do a good job in regional layout meanwhile support all kinds of outstanding TCM institutions to cooperate with “The Belt and Road” countries.Provide TCM services to the people along “The Belt and Road” countries combined with the common diseases,frequently-occurring diseases,chronic diseases and other major difficult diseases in different countries under the government support,civil operations,local services and win-win tenets.3.Enhance the civilian morale communication,promote cultural exchanges with “The Belt and Road” countries and carry out TCM diplomacy.Spread traditional Chinese culture through TCM and tell Chinese story with international language.Promote the TCM culture to be widely spread among“The Belt and Road” countries and make TCM into a bright business card of China in the international arena.4.Improve the science and technology level to promote the inheritance and innovation of Chinese medicine.Support TCM medical institutions,research institutes,institutions of higher learning and Chinese medicine enterprises to make cooperation with the first-class institutions of “The Belt and Road” countries.Conduct studies about TCM basic theories and products by using modern science and technology and traditional TCM research methods.5.Strengthen trade and develop TCM health services.Establish TCM trade promotion system and international marketing system according to the market demand-oriented of “The Belt and Road” countries.Expand TCM trade market and develop the scale advantages in the field of traditional service trade.Expand the opening degree of TCM market while reduce barriers of admittance for TCM services and products.
