1 PurposeThis study aimed to understand the situation and evaluate equity of pre-hospital emergency resources in order to analyze problems of pre-hospital emergency in Guangdong Province,and to propose corresponding countermeasures for further rational allocation of pre-hospital emergency resources.2 Methods(1)Literature study: Accollecting the literature,regulations,and books for pre-hospital emergency.(2)Cross-sectional investigation: Questionnaires were distributed to pre-hospital emergency centers at the district/county level in Guangdong Province.Ultimately,we collected 82 valid questionnaires from 88 pre-hospital emergency centers,and the effective rate was 93.18%.(3)Qualitative research : According to economic conditions,geographical location and emergency mode,Shenzhen,Shantou,Zhanjiang,Shaoguan and Meizhou were selected.The circumstances and matters of these palces would be reflected.(4)Statistical Methods: Descriptive statistical analysis,the Lorenz curve,the Gini index and the Theil Index.3 Results(1)There were four modes called the commanding type,the relying type,the integrated type,and four networks unifying for pre-hospital emergency of Guangdong province,which was in line with the regional reality.(2)Guangdong province had 906 first-aid stations,of which 130 were tertiary hospitals,accounting for 14.35%,compared with 285(31.46%)were secondary hospitals,407(44.92%)were primary hospitals,84(9.27%)were undeterminedhospitals.And Guangdong configured with 624 dispatchers and 285 dispatching seats.What's more,1368 ambulances,included 767 transport types and 539 rescue types.(3)The Gini indexes of first-aid stations,dispatchers,and ambulances were0.23,0.30,and 0.20 based on population distribution,while they were 0.44,0.39,and0.42 based on geographic area,which indicated that the equity of population distribution was superior to the equity of area distribution.Meanwhile,the Theil indexes represented these inequities were mainly attributed to intra-regional differences.(4)Annual growth rates of emergency calls,emergency ambulance dispatches,and admissions were 4.32%,6.31% and 7.71%.(5)In areas of cities,there are 10 cities,whose average radius about emergency medical network were between 3km to 5km,and the response time of very many cities was within 15 minutes.(6)According to qualitative research,many shortcomings was reflected for the pre-hospital emergency resource allocation for Guangdong Province.Particularly,the network,first-aid stations,ambulances and equipment,human resources,training,and standardization weren't perfect.4 ConclusionsThe pre-hospital emergency network has covered all regions in Guangdong province at the district/county level,while the pre-hospital resources allocation has problems with insufficient number and worse equity.People's accessibility was affected by circumstances between supply and demand.To strengthen public welfare,financial investment should be improved for government to strengthen network,to optimize resource allocation,information system,equity and accessibility for the pre-hospital emergency.
