Objective: To understand the situation and equity of pre-hospital emergency resources allocation in a province, discover the problems of pre-hospital emergency resources allocation, and provide advices for pre-hospital emergency resources rational allocation.Methods: We carry out the survey of scene questionnaire to collect the relevant data. We use statistical software describe the situation of pre-hospital emergency resources allocation,and use Lorenz curve and GINI coefficient analysis the equity of pre-hospital emergency resources allocation.Results: 1.The pre-hospital emergency multiple mode in city is in line with the economic development level. The pre-hospital emergency mode in rural is conform to the level of economic development which is given priority to with YiTuoXing.2.The numbers of pre-hospital emergency substation in city and rural are all less than standard,especially rural.3.The numbers of ambulance are all less than standard. The ambulances of rural are given priority to with transport type. The ambulances of city are given priority to with rescue type. The equipments of rescue ambulance are imperfect. The proportion of ambulance in city used ten years or more than ten years is larger.4.Insufficient number of pre-hospital emergency substation result in the pre-hospital emergency service radius is too large, and the reaction time is too long. Insufficient number of ambulance lead the pre-hospital emergency service capabilities to reduce.The pre-hospital emergency service radius and the reaction time in city and rural are all more than standard, especially rural.The reaction time in rural is 31.05~76.75 minutes.The pre-hospital emergency service capabilities of city and rural all do not meet the requirement.5.The numbers of human resource in city and rural are all less than standard. The numbers of doctors and nurses highly educated and technical staff are little. The academic and technical titles of doctors and nurses in pre-hospital emergencyagencies are low than the emergency department in hospital. 6. The numbers of car phone are little. Scheduling system is imperfect for lack of function including providing the owner’s name and address, statistical reports, call automatic line and GPS.7.The equity of pre-hospital emergency according to population is better, but has worse equity according to geographical. Scattered populations in rural areas spend more time waiting pre-hospital emergency services than city resident. This is not fair for farmers.Conclusion: In a word, the pre-hospital emergency resources allocation in this province has problems with insufficient number and worse equity. Specifically, the numbers of pre-hospital emergency substations, ambulances and human resources are little, the proportion of ambulance in city used ten years or more than ten years is larger,vehicle equipment and scheduling system is imperfect, the numbers of doctors and nurses highly educated and technical staff are little, and the equity of pre-hospital emergency according to geographical is worse.Advice: 1. Increase government financial investment, especially in rural areas.2.Increase pre-hospital emergency substation and ambulance.3.Regularly update ambulance.4.Improve benefit, establish target training system and independent mechanism for job promotion.5.Improve communications and scheduling system.6.Configure ambulance and human resource according to pre-hospital emergency substation.
