Research On Health Resources Allocation And Equity In Township Hospital Of Keerqin District In Tongliao

Objective The health resources allocation and the equity research are the important parts of the hygienic service research, the developed country had a large diagnosis about this topic. In our country, someone who concerned also had systematic research, but as for the public health centre in villages and towns of Tongliao ke'erqin area, nobody still did this job recently. Through analyzing the present situation of the health resources allocation and the equity research about the public health center in villages and towns of Tongliao ke'erqin area, this investigation elaborated the existence of problems, stated the plan of solution, provided objective basis for the health resources' reasonable allocation of the public health center in villages and towns of Tongliao ke'erqin area.Method This investigation used some means, for example: stochastic, made fragmentation into entire complement, some samples estimated the whole. First, in accordance with the scale of hospital and yearly income, we divided the 19 public health centers in villages and towns of Tongliao ke'erqin area into three kinds: excellent, medium and lower. Then took 3 public health centers from each kind at random, so there are 9 public health centers in all. Finally, we investigated 9 public health centers about human resources, fixed assets, house construction, the situation of instrumentation, the revenue and expenditure of hospitals, the completive situation of office work and so on.. The survey result was dealt with software SPSS 10.0, the content of statistical analysis and the method mainly included absolute quantity, mean value, constitution ratio, accumulation percentage ratio, Lorenz curve and Gini coefficient.Main Results During five years from 2003 to 2008, in the public health centers in villages and towns of Tongliao ke'erqin area, the quantity of the health technicians are raising step by step. The quantity of the health technicians who graduated from university and college improved, the quantity of the health technicians who were divided into high-level, intermediate, primary three ranks also improved, but the quantity of the health technicians who graduated from specialized middle school and under specialized middle school still held great proportion; It increased rapidly on fixed assets total value, area of building, bed number, quantity of instrumentation, revenue and expenditure; The quantity of out-patient clinic, emergency, discharge, operation, actual available bed days and actual using bed days all appeared to increase year by year; According to geographical, population distribution, the resources of doctor, nurse, bed and large-scale instrumentation had a lower fairness.Conclusion The survey result indicated: on the one hand , during five years from 2003 to 2008, the public health centers in villages and towns of Tongliao ke'erqin area on the health manpower, revenue and expenditure, fixer asset, house and equipment, professional ability and resource utilization all appeared and increased year by year, got a encouraging progress. On the other hand, the public health centers in villages and towns of Tongliao ke'erqin area are also facing many problems that are urgent to be solved. The problems concentrated in the scale of the public health centers in villages and towns, unreasonable distribution, equipment condition, lack of bed resource and health technicians, low quality, limited technical level and so on. Through advancing reform of the public health centers, improving the quantity of technicians, increasing the expenditure of rural health, these problems could be solved.
