The Study On Equity Of Health Resources Allocation In Guangdong Province Maternity And Child Care Institutions

Objective Equity and efficiency of health resources allocation are the crux of the maters,which must be solved for the sustainable development of health service. Since the health resources that can be utilized in every country and district are limited and rare,allocation health resources reasonably and equitably has become the first important question of the health reformation in each country. To reveal the actuality of the equity of health resources allocation this study chose Guangdong Province as the object of the research project,descriptive the basic situation of the health resource and made a comprehensive evaluation on the equity of the resources allocation in maternity and child care institutions in Guangdong Province. The purpose is to provide references to optimize the allocation of health resource, to improve the utilization of health resource and to make development plan of regional health.Methods Excel2007,SPSS15.0 were applied in this study . Descriptive analysis, Lorenz curve and Gini coefficient were also used in the process of data analysis.Results (1) It is found that the distribution of resources within districts was not reasonable. The infrastructure was weak in some cities'maternity and child care institutions. (2) The disparity was obvious between different maternity and child care institutions service provides ability. Other departments'outpatient service and in hospital service occupies proportion was a bit too high. (3) Doctors and nurses was quantity deficiency, and human resources allocation was not equal.(4) Human resources occupational structure is not reasonable, The ratio for doctor and nurse didn't reach the national standard.(5)In Guangdong Province maternity and child care institutions, all quantity of hygiene human resources is of shortage.(6)The phenomenon of overstaffed was general, personal posts was not reasonable, blocked the development of maternity and child care institutions in Guangdong Province.(7) We should pay more attention to the training work, especially in some cities which had a weakness of training work.(8)Medical equipment in Guangdong Province is insufficient quantity, therefore it is quite necessary and urgent for strengthen the investigation of medical equipment, fairness for population configuration is better than that for geography, affects the geography availability.Conclusion (1) We should pay more attention to implement regional health plan and reasonably allocating health resources, perfect the infrastructure of maternity and child care institutions in Guangdong Province.(2)We must insure that the channel of human resource flow is smooth, adjusted the structures of human resource in maternity and child care institutions in Guangdong Province.(3) The human resource in maternity and child care institutions in Guangdong Province should be rationally adjusted to improve their quality and make full use of key members, construction of subjects and talents have to strengthen.(4) We should increase the investment in order to solve the shortage of medical equipment., and use unified standard to optimizing the disposition of equipment resources.(5) Enhancing the responsibilities of local governments to give full play to its function of macro-economic regulation and control, promotes the local resources to dispose reasonably.
