Equity Analysis Of Health Resources Allocation In Shaanxi Province

In recent years,the equity of health resources allocation has become one of the people's livelihood issues which are the most concerned and urgent to be solved.Since the New Health Care Reform in 2009,the opinions and policy measures related to health reform promulgated by our country have further highlighted the equity of health service work.The equity of health resources allocation is the foundation for the maintenance of health equity and the realization of a equity health service for all,as well as a necessary condition for promoting healthy and coordinated development of health care.Through descriptive analysis,the social and economic situation and the health resources allocation in Shaanxi were studied in this paper.Lorenz curve,Gini coefficient and Theil index were used to analyze and evaluate the equity of health resources allocation in Shaanxi from 2011 to 2015 according to population and geographic distribution as well as the differences in inter-region and intra-region with six representative indicators: health technicians,practicing(assistant)doctors,registered nurses,health institutions,health institutions beds and financial aid income of health institutions.Through the analyses,the following conclusions are drawn: The overall health resources in Shaanxi had increased,but the total amount still needs to be further increased,especially the number of health manpower resources.While strengthening the construction of health manpower,we should pay more attention to the continuous reduction of the ratio of medical and nursing and the training of nursing personnel to optimize the structure of medical and nursing.The equity of health resources allocation in Shaanxi had been improved,but the equity according to population distribution was superior to the equity according to geographical distribution.The intra-regional differences was greater than the inter-regional differences which was the main reason for the inequity allocation of health resources.The overall role of the government in the regional health planning should be further strengthened so as to improve the geographical equity.The thesis analyzed the equity of health resources allocation in Shaanxi from 2011 to 2015 to provide some reference for Shaanxi to formulate regional health planning,implement health management measures and rationally allocate health resources under the background of the New Health Care Reform.
