Shanghai pre-hospital emergency medical resources allocation is the research themein this study. Qualitative research and quantitative research are the two important researchtools. The study mainly researched the theories about resource allocation, the mainpre-hospital emergency medical services mode, the supply and demand situation ofShanghai pre-hospital emergency medical services and the network optimization problemsof Shanghai pre-hospital medical first-aid stations. This study could helps to clear the total,content and structure of Shanghai’s pre-hospital emergency medical resources allocation,and how to optimize the layout of first-aid staion network during ‘The Twelfth Five YearPlan’ period.Literature review and international comparison are used in analyzing the mainpre-hospital emergency medical services modes and experiences in domestic and foreign.The results showed that Shanghai’s mode is developed on the basis of ‘Anglo-Americanmode’ and ‘Franco-German mode’ with its own characteristics.Descriptive statistics, regression analysis, correlation test and expert interviews areused in analyzing Shanghai pre-hospital emergency medical resources supply and demandsituation analysis. In the perspective of supply and demand, the total demand, compositionand trends, as well as the main supply situation, are analyzed. The results showed thatwhen facing the future increasing in demand for Shanghai pre-hospital emergency services,the total supply of pre-hospital emergency medical resources should be increased, andimproving the resource use efficiency.In Shanghai pre-hospital emergency medical first-aid station network optimizationstudy, spatial orientation method and the Thiessen polygon method are used to evaluate thestatus, to selecte the weak regions and first aid stations. Meanwhile, a new first-aid stationservices area division with Thiessen polygon could helps to optimize the layout ofpre-hospital emergency medical first-aid station.This paper suggested to continuely increases the concerns and investments forShanghai’s pre-hospital emergency services during ‘The Twelfth Five Year Plan’ period.And to enhance the deployment efficiency of pre-hospital emergency medical human resource and material resource by actively promote the injury classification treatment. Atthe same time, provide policy support to pre-hospital emergency services by strengtheningits legal status.Innovations of study: First of all, determining the pre-hospital emergency medicalcare as a research subject and from the micro and refinement angle to study. Secondly, theresults are new and innovative by sorting and analyzing a lot of facts datas and establishingmathematical modes. Thirdly, compared to previous general and qualitative researchs, thisresearch has its innovations on the pre-hospital emergency medical first-aid stationnetwork layout.
