The Role Orientation And Transformation Path Of The Government In Energy Governance

Over the past 40 years of reform and opening-up,the energy revolution has developed gradually,and China has made great achievements in the field of energy governance.Stepping into the new era,the 19 th National Congress puts forward the requirements of adhering to the new development concept,promoting the reform of the energy industry,advancing the modernization of energy governance,and building an energy governance system.However,there is still a long way to go in energy governance.It is essential to re-examine the role of the government in modern energy governance,and the role of the government must adapt to the energy policy and the development of market economy in the new era.Based on the new era,there are new requirements for the role of the government in energy governance.There is a certain deviation and distance between the new requirements and the current role.It is of great significance to analyze the reasons and propose a reasonable path of role transformation for the healthy and sustainable development of energy and the promotion of energy revolution.At the same time,the gradual transformation of the government role in energy governance enables the market and social subjects to participate more in energy governance and forms a multi-governance pattern system of energy governance modernization,which is also of significance in promoting the transformation of government functions and realizing the modernization of governance system and governance capacity.This thesis adopts the basic theory of public governance to shape the ideal role of the government in energy governance,based on the research framework of "orientation of the ideal role – discrepancy in the realistic role – analysis of the reasons – rectification of the transformation",and through shaping the ideal role of the government in energy governance,to be the market leader,the incubator of social organizations,and the coordinator of inter-governmental relations.Discusses the actual role of the government with practical considerations.In the market field,the government’s guiding role appears offside--the price regulator tends to control the price,the macro guider tends to lead the administration,and the delegator of examination and approval tends to build the "wall".There is a dilemma of the absence of the government’s cultivation role in social governance where the ability cultivator tends to play the role of "shelter",the feedback provider tends to feedback slightly,and the legitimacy booster tends to formalize.In the intergovernmental relations of energy governance,the role of coordination is misplaced--the interactive governor of "various areas" prefers to play the role of seeking profit individually,and the speaker who improves the international discourse power tends to delay its function.On the basis of the comparison between the ideal role and the reality role,the author tries to comprehensively understand the causes of the role deviation,which is related to the change of political,economic and social environment,the unsuitable governance mode and the deviation of governance concept.Based on this,the paper explores and puts forward the transformation path of government role,tries to correct the role deviation,and puts forward the practical path of optimizing government governance concept,promoting the reform of energy governance mode,and rationally using governance tools.
